- AUTHORING INSTRUCTIONAL MATERIALS (AIM) Pre-solicitation Notice ***Corrected the RFP post date to 19 November 2010. Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL has requirements for software engineering, analysis, content development, logistics, life cycle, and management support services for the Authoring Instructional Materials (AIM) program. NAWCTSD is the program management and System Support Office (SSO) for AIM. AIM is an automated tool designed to improve and streamline the development and maintenance of Navy training materials. The Navy uses three different approaches for the development of Instructor Led training: Personnel Performance Profile (PPP), Task-Based, and Competency/Skills-Based. AIM I supports the PPP approach to training material development, AIM II supports the Task-Based approach, and AIM Content Planning Module (CPM)/Learning Object (LO) Module support a Competency/Skills-Based or Integrated Learning Environment (ILE) approach. The Contractor will support NAWCTSD by providing program and technical management support, on-site support as needed and software end-user support (to include, but not limited to, help-desk and training), software change proposals assessment, software modification coding and testing, logistical analysis and planning, software configuration management (CM) and quality control, competency model development and mapping to content authoring toolsets, user meetings and conferences coordination, Interactive Multimedia Instruction (IMI) and Interactive Courseware (ICW) development, Interactive Electronic Technical Manuals (IETMs) creation, Job Performance Aids (JPA) creation, Web-Enabled Relational Database Applications development, Instructor Led Training (ILT) course materials creation and/or re-design, Front-End Analysis (FEA), Training Systems Requirements Analysis (TSRA), Training Systems Design and Development, Training media analysis and conversion, and Training content and system-related market research. NAWCTSD seeks to solicit this requirement utilizing a Full and Open competition after exclusion of sources (i.e., 100% small business set aside). The anticipated contract award will be a Requirements type contract. The contract will be awarded using trade-off best value source selection procedures. Specific details will be provided in the formal RFP N61340-11-R-0009, which will be posted on the World Wide Web at http://nawctsd.navair.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm on or about 19 November 2010.
