Description
Objective - The purpose of this request is to reach out and seek interested organizations with qualified personnel to provide audio-visual maintenance and services for a period of five (5) years. Contract personnel must possess a facility clearance and personnel that are TS/SCI eligible. Background - DIA requires immaculate audio-visual services support, a major function of DIA's Media Services Division, plays an increasingly role in the success of the division and Agency to perform its mission. Video conferencing capability is now more important than ever as the Agency's elements are spread out in several facilities. Having 24/7 video conferencing capability is indispensible. Impact - DIA facilities support high level officials in the Agency as well as 24/7 counter-terrorism facilities and direct war fighter analytical support. Failure to support these enterprises will lead to critical reduction or complete loss of DIA's domestic capacity to carry out its mission. DIA Facility Support - Maintenance support will be required at the following locations: Washington-Baltimore locality, Greater Maryland, Washington, DC, Northern Virginia, Central Virginia and the Carolinas. Scope of Work - All work performed will be on behalf of the Media Services Division and shall be subject to direction or supervision by the Contract Officer Representative (COR) assigned to this effort. Work performed will include: •· Maintenance of 37 unique Audio Visual systems (rooms) including, but not limited to, the Director's Video Teleconference Room, Tighe Auditorium, 7 th Floor Presentation and Video Conference room and Joint Intelligence Task Force-Combating Terrorism Fusion Center. •· Maintenance of 388 regular Audio Visual rooms similar to training rooms or classrooms as well as office presentation systems. •· Maintenance of several RF distribution systems and satellite farm. •· Maintenance of clock systems. •· Maintenance of broadcast production studios. •· Perform quarterly preventative maintenance during normal business hours, 8:30AM and 6:00PM Eastern Time, Monday through Friday excluding Federal Holidays. •· Provide non-emergency maintenance response within 24 hours and no later than the beginning of the next normal business day, which is sooner. •· Provide emergency maintenance response within three (3) hours after notification. •· Provide 24-hour telephone support for system issues. •· Audio Visual support will increase due to the Base Realignment and Closure Program (BRAC). Under the BRAC Program, DIA will be responsible for a video production studio, 10 classrooms, 114 instruction positions, a minimum of 23 VTC systems, a minimum of four (4) conference room presentation systems, a conference center and a minimum of 11 office presentation systems. Security - Interested organizations must have personnel who possess a TS/SCI clearance. Due to the delays in the clearance processing system and the logistical ineffectiveness of uncleared personnel, it is required that 90% of the maintenance personnel be eligible or have held a TS/SCI clearance in the past. This requirement is being considered as 100% Small Business set-aside. Interested parties must submit a capability statement to Otis Lincoln. Documents will only be accepted via email to Otis.Lincoln@dia.mil. Capability statements are due 18 November 2010 by 1:00PM/EST. This notice is not a RFP, no cost estimates are requested. The Government will not pay for any information submitted.
