Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number 50181AQ069 is issued as an RFQ and is issued as UNRESTRICTED. This solicitation document incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44, July 8, 2010. NAICS for determination of size status is 112511 with a small business size of $750,000. The United States Fish and Wildlife Service for the Northeast Region - Contracting Office, Hadley, MA intends to issue an order for purchasing a Fish Pump that will be delivered to the Green Lake National Fish Hatchery located in Ellsworth, ME. The FISH PUMP must meet the following SPECIFICATIONS: 1) Be configured to handle fish (Atlantic salmon) ranging in size from 10 to 250 grams over long distances. 2) Handle fish gently and safely with little (> % 2.5) mortality. 3) Be electrically powered (either single or three phase). 4) Be a non-submersible, self-priming pump. 5) Be capable of being remotely controlled (via wireless). 6) Be cart-mounted (aluminum or stainless steel cart with pneumatic tires), easily portable and able to be moved by hand by a single person. 7) Possess the ability to maneuver within the 4 foot space between hatchery rearing pools. 8) Be configured to accommodate 6 inch hose with cam lock style hose connection. 9) Be able to de-watered either by a tower or some other method without harm to fish (preference for ability to return water into pool from de-watering device). 10) Adjustable/variable speed pump capable of accommodating a range of flows. 11) Must be able to pump fish under the following conditions: a) Truck height-10 feet from ground. b) Pool depth-3 feet below ground surface. c) Lip on pools ranges from 8 inch to 30 inch. 12) Be capable of horizontally transporting Atlantic salmon ranging in size from 10 to 250 grams over long distances. (For example, from approximately one hundred 20' to 30' diameter outdoor circular pools 500 to 700 feet to indoor raceways). 13) Must be able to maintain pumping ability with an increase in elevation from outdoor pools into main hatchery building. 14) Have attachment(s) for grading and enumerating fish. This solicitation is prepared in accordance with the FAR. The following clauses apply: FAR 52-212-1, Instructions to Offerors (JUN 2008). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on price alone. Multiple awards will not be made. The following Clauses apply to the Synopsis/Solicitation: FAR 52.212-3, Offerors Representations and Certifications; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders.
