Description
NASA/JSC has a requirement for forty-one Radio Frequency Identification (RFID)Readers and other associated peripherals (i.e. extra batteries, handle battery, USBcable, and power controller) to serve as the International Space Station (ISS) NextGeneration RFID and Barcode Reader.NASA/JSC intends to purchase the items from A.C.C Systems Inc. These RFID Readers arequalified to support all ISS Program requirements. The RFID Reader and its peripheralsare shielded such that they passed Radiation testing and can accept a total dose ofradiation exposure of 600 RAD(silicon) with 200 MeV protons which will certify them foran on-orbit lifetime of ten (10) years for ISS utilization. The RFID Reader and itsperipherals must be capable of passing zero-gravity (Zero-G) testing.A.C.C Systems, Inc. is the only company who can produce the RFID Readers and otherperipherals being procured under this solicitation that meet the following fabrication,manufacturing and parts requirements with a delivery date of December 2, 2010 in order toallow for proper integration for Progress Vehicle 42P.1.The delivered RFID Readers shall be manufactured in a single homogeneousproduction run.2.The delivered RFID Readers shall be integrated with component parts coming fromunique or single lot sources (i.e. System boards, Chipsets, Memory, LCDs, WirelessDaughter cards, Batteries, etc.).3.All delivered integrated components shall have the same board revision or partnumber.4.All Printed Circuit Boards (PCBs) shall be compliant with IPC 6011 and 6012,Class 2.5.The delivered RFID Readers shall have all the same BIOS and firmware versions forall integrated components.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 11/19/2010.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed. See NASA Specific Note 'B'.
