- This is a combined synopsis/solicitation for services involving the development and administration of the USDA BioPreferred Product Certification and Labeling Program. This is a solicitation for commercial services and is prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are requested and a separate written solicitation will not be issued. This is an unrestricted solicitation; any qualified contractor may submit a proposal. Proposals are due by Friday, November 26, 2010, 5:00 pm Eastern Standard Time. Requests for clarification of the requirements must be submitted via email no later than Friday, November 19 to the Contracting Officer listed below. Please read this solicitation daily to determine whether any amendments have been made. The solicitation number is AG-3143-S-11-0004 and is issued as a request for proposal (RFP). The solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 2005-43. The associated North American Industrial Classification System (NAICS) code is 541190 with a small business size standard of $7.0M. The period of performance is anticipated to be a Base Year and four (4) Option Years. Offerors, please read the entire combined/synopsis solicitation package. Details of the requirements are contained within Section C. Instructions for submitting a proposal are given in Section L. Offerors must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, please do so through the CCR website at www.ccr.gov. The selected offeror must comply with the following commercial item terms and conditions, as well as other clauses, which are incorporated within the soliciation document: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offerors Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The full text of the referenced FAR clauses may be accessed electronically at www.acqnet.gov/far. Funds are not currently available for this requirement. The USDA intends to provide funding by December 2010.
