Description
The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source contract to CTC Enterprise Ventures Corporation (EVC), a wholly-owned corporation of Concurrent Technologies Corporation (CTC), 100 CTC Drive, Johnstown, PA 15904-1535, for the procurement of eleven (11) Carriage, Stream Tow and Recovery System (CSTRS) Production Kits in fiscal year 2011. This procurement also includes an option to purchase twelve (12) Carriage, Stream Tow and Recovery System (CSTRS) Production Kits during fiscal year 2012. The CSTRS provides the multi-mission MH-60S helicopter with the widest, largest minesweeping capability by making Organic Airborne Mine Countermeasures Systems (OAMCM) deployable from fleet assets in dangerous waters. This acquisition is sole source for the following reasons. CTC is the designer, developer, and original fabricator of the CSTRS system. EVC is a wholly owned subsidiary of CTC. EVC is currently supporting and has previously supported CTC ™s contracts through inter-divisional transfers for past CSTRS efforts and other contracts as appropriate. This is an acquisition of production units of a major system of highly specialized equipment, including major components thereof, within the exact meaning of FAR 6.302-1(a)(2)(ii). Given the complexity of the CSTRS System and the level of system knowledge required to provide production support of the CSTRS system, EVC, through its interdivisional transfers with CTC, is the only source possessing the requisite expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering, production, and quality of service to accomplish all tasking. The RFP number is N61331-11-R-0005. The NAICS code is 336413 with a small business size standard of 1,000 employees. It is anticipated that the resultant contract will be a firm fixed price contract with one option. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area.
