Updated version of Attachment 1. *******************SOURCES SOUGHT******************* ************CAPABILITIES STATEMENT REQUIRED************* NOTE: NACIS CODE CHANGE The mission of the Air Force Office of the Civil Engineer (AF/A7C) is to provide, operate, maintain, and protect sustainable installations as weapon systems platforms across the full mission spectrum. Today AF/A7C supports approximately 166 installations worldwide that account for over 700 million square feet of facilities, more than 500 miles of runways, and some 10 million acres of land managed by approximately 66,000 civil engineers, and an annual budget exceeding $14B. The Civil Engineer (CE) organization cannot achieve its mission with its current information management systems. To operate more effectively and efficiently, AF/A7C is seeking to lend greater transparency and accuracy to our decision-making and resource allocation processes. The expected outcome will be more robust, accurate, and transparent information management capabilities to produce the most effective and strategic resource allocation decisions. This RFI is being provided, along with a DRAFT solicitation, to determine interest from industry in providing an Integrated Workplace Management System (IWMS) commercial off-the-shelf (COTS) IT software solution. Gartner, Inc., a leading information technology research and advisory firm defines IWMS solutions as "enterprise level software solutions that integrates four key components of functionality: project management, real estate portfolio and lease management, space management (moves, adds and changes), and maintenance management. The software operates from a single database and offers workflow tools, executive dashboards, and predefined and customized reporting capabilities." In addition, Gartner defines an IWMS as an unbundled offering from other vendor system offerings. The Contractor shall deliver an IWMS COTS IT software solution that provides integrated capabilities for real estate management, work/supply management, energy management, and program management. The solution shall be a COTS product. The Contractor shall also provide configuration services to include initial and final system designs, collaborative working sessions with the Government to configure the COTS IT software solution and a system test to prove functionality of the configured COTS product using Air Force data. To ensure that the software and services are both provided via this contract, the Contractor must either be an IWMS manufacturer or an IWMS manufacturer certified partner (with the ability to provide software and services). This is a RFI to determine the capabilities of interested Contractors. Interested Contractors shall submit a capabilities statement that details the Contractor's complete understanding of AF/A7C requirements, including the name brand of the IWMS COTS IT software the Contractor is proposing. The capabilities statement will be reviewed to ensure interested Contractors can perform AF/A7C requirements. (See Attached DRAFT Solicitation)
