- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army WARSTAR directorate, intends to award a firm fixed price purchase order on a sole source basis to: Catherine Capone, 200 Red Acre Road, Stow, MA 01775. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: Provide research assistance to Dr. Angus G. Scrimgeour of the Military Nutrition Division, U.S. Army Research Institute of Environmental Medicine. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Ms Condlin served 10 years as Biological Science Laboratory Technician/Research Dietician with the Military Nutrition Division of USARIEM. She was a member of biological samples collection team, performed animal dissections, maintained laboratory supply inventories and is fully competent in all analyzers used in the Military Nutrition Division. She can perform molecular/cellular biology and genetics techniques in support of laboratory research studies and field studies Ms. Condlin developed and executed quantitative analyses to measure protein levels, circulating hormone levels, and gene expression in blood specimens taken from human volunteers and animal models. She has technical expertise in conducting the following assays: radial immunodiffusion to measure various glycoproteins, enzyme-linked immunosorbent assay (ELISA) to quantitate cytokines, peripheral blood mononuclear cell (PBMC) isolation, purification purification of nucleic acids (RNA and DNA) from whole blood, brain tissue, and cultured cells by column chromatography and agarose gel analysis, quantitative detection of cytokine mRNA transcripts, reverse transcriptase polymerase chain reaction (RT -PCR), and micro array analysis to determine stress gene regulation in rats. Ms Condlin has a M.A in Biology from the Harvard University Extension School, Cambridge, MA and a B.S. in Nutrition and Dietetics from the University of Rhode Island, Kingston, RI. Additionally, she is a Massachusetts Licensed Dietitian. She has a working knowledge of the following computer programs: MS Word, Excel, Power Point, Nutrition IV, and SPSS. Ms. Condlin has an exceptional education and wealth of experience well suited to meet the requirements of a research laboratory technician for the Military Nutrition Division. She will be under the supervision of Dr. Angus G. Scrimgeour. Individuals with similar education are currently at the GS 12/1 level; the hourly rate is based on the current hourly rate for a person at that level plus 11.3% for benefits that must be paid by the contractor. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: No formal market research was conducted, as Ms. Capone has worked on previous NSRDEC contracts. She has had three previous awards for the same work as to be performed for this contract. 4. Any other facts supporting the use of other than full and open competition: N/A 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: N/A 6.
