- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support services for the US Marine Corps ™ Joint Fire Observer (JFO) program. The Regional Contracting Office, Northeast (RCO-NE) is requesting responses from qualified business concerns. The qualifying code for this effort is NAICS 611430. The mission of the JFO Program is to train and educate military personnel in the skills necessary for students to qualify as JFOs. In order to request and control joint fire support assets, the Marine Corps must provide joint validated instruction utilizing an approved Program of Instruction (POI) and reinforced by missions simulation. The Ground Training Division (GTD), Training and Education Command (TECOM), requires contractor instructional support at the Expeditionary Warfare Training Groups (EWTGs) at San Diego, CA, Norfolk, VA and at the Marine Detachment Fort Sill, OK to produce certified JFOs. In order to accomplish the objectives, the JFO Program requires contractor support with capabilities to provide: Subject matter expertise in support of curriculum development JFO instructor support for the execution of the JFO POI. Support with the development and implementation of mission scenarios using the Deployable Virtual Training Equipment-Combined Arms Network (DVTE-CAN) systems, and Supporting Arms Virtual Trainer (SVAT) and associated gear/equipment or future Joint Close Air Support (JCAS) Executive Steering Committee (ESC) approved equipment Instructor support for the Tactical Air Control Party (TACP) course, Fire Support Coordination Course, and Marine Air Ground Task Force Fires Course Support with the implementation of mission scenarios using simulation in support of the TACP course Instructor qualifications include: Joint Terminal Attack Control (JTAC) certification and currency in accordance with the JTAC Memorandum of Agreement (MOA) and the TACP Training and Readiness (T&R) Manual Each fire support instructor shall have a minimum of one (1) year of operational experience in a fire support billet Each JTAC/Forward Air Controller (FAC) instructor shall have a minimum of (1) year operational experience as a JTAC, FAC. or FAC(A). Knowledge of the Marine Corps Systems Approach to Training (SAT) Knowledge of the Marine Corps Training Information Management System (MCTIMS) Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Link to the respondent ™s General Services Administration (GSA) schedule and/or Seaport-e IDIQ, or attached file of same, if applicable; (3) Commercial labor categories and rates used by respondents for similar services; (4) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (6) other material relevant to establishing core competencies of the firm.
