- This file is the Performance Work Statement for the requested Unified Action Contractor Advisory Support Services. SOURCES SOUGHT SYNOPSIS THIS IS NOT A NOTICE OF RFP ISSUANCE. THIS EFFORT IS CONSIDERED COMMERCIAL IN NATURE AND ANY RESULTANT CONTRACT WILL BE AWARDED IAW FAR PART 13.5. Combined Joint Task Force-Horn of Africa (CJTF-HOA), Camp Lemonnier, Djibouti Africa anticipates a competitive acquisition to provide Unified Action Contractor Advisory Support Services (AAS) in support of the CJTF-HOA Commander's primary staff, aiming to improve coordination and joint actions with non-Department of Defense agencies of the U.S. Government (USG), as well as humanitarian and academic communities and regional Embassies in East Africa to provide CJTF-HOA's ability to carry out its mission in the most effective manner pursuant to the Federal Acquisition Regulation. For further clarification of the position, Unified Action is the synchronization, coordination, and/or integration of the activities of governmental and non-governmental entities with military operations to achieve unity of effort, as defined in Joint Publication 1-02, Department of Defense Dictionary of Military and Associated Terms (12 April 2001, as amended through 26 August 2008). PERIOD OF PERFORMANCE: The initial period of performance for this requirement is six (6) months with two (2) six month options, with an initial start date of 1 February 2011. All sources capable of providing these services are being sought. Capabilities package: All interested firms should submit a capabilities package that outlines the firm's capabilities in providing the required service. The capabilities package should be brief and concise, yet clearly demonstrate the ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. The response must not exceed 10 pages. All responses to this SOURCES SOUGHT notice must be submitted electronically (via e-mail) to 1Lt Eric Lizon, Contracting Officer, at eric.lizon@hoa.usafricom.mil in Adobe Portable Document Format (PDF). Facsimile responses will not be accepted. COMMON CUT-OFF TIME/DATE: Electronically submitted tailored capability statements are due no later than Close of Business (COB) 5:00PM (1700) (Eastern African Time, 10:00 am EST for the U.S.) on 18 November 2010. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME MAY NOT BE CONSIDERED. Again, this Sources Sought Notice is for information purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Euro-NECO & Federal Business Opportunities. Responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or E-mails with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Notice, the Government may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). ATTACHMENTS: Performance Work Statement.
