Description
Department of the Air Force, United States Air Force Europe, USAFE Contracting Squadron, USAFE Contracting Squadron UNIT 3115, APO, AE, 09094-3115 The Sources Sought notice is a synopsis posted by a government agency that states they are seeking possible sources for a project. It is not a solicitation for work, nor is it a request for proposal. Reference the FAR, Subpart 7.3 and OMB Circular A-76. This notice is for informational and planning purposes only and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The US Air Force intends to solicit flying hours training requirements. Interested companies are invited to identify their interest and capability by responding to this notice. The US Air Force is seeking potential firms who have the skills. Experience, knowledge, and capability required to fly day and/or night close air support missions providing terminal attack control profiles for Joint Terminal Attack Controller (JTAC) training in Germany. Approximately 350 flying hours during day and/or night missions in support of the United States Air Force in Europe (USAFE) Air Ground Operations School (AGOS) and 4 Air Support Operations Group (ASOG) will be required annually for a period of 5-year performance (1 basic period and 4-year option period). The anticipated period of performance is from 10 October 2011 through 30 September 2016 Request that all interested offerors provide a capability statement which briefly describes previous and/or current work experience in or relating to the areas listed above. Information must be submitted by 10:00am Eastern Daytime Time on 30 November 2010 to Mrs. Svetlana Allendorf, 0049-631-536-6885, email: svetlana.allendorf@ramstein.af.mil All information should be submitted via email or telephonically. The company must: a. Be capable of starting performance on 10 October 2011 b. Have all required approvals/licenses to fly in Germany c. Be capable of flying a maximum of 30 to 50 flying hours per flying week with up to 12 flying hours per day during day and/or night flying, minimum time for flying day shall be 1,5 hours. d. Be capable of conducting tactical maneuvers in low (500' to 5000' above ground level (AGL) and medium altitude (5000' up to 15000' mean sea level (MSL)). e. Have the ability to provide pilots with close air support experience f. Have the ability to work flexibly around weather delays g. Have the capability of flying aircraft faster than 300knots and flying Close Air Support (CAS) profiles h. Have moving map capability and night flying capability using Night Vision Goggles (NVGs).

Address: The place of performance is as follows: The primary place of performance will be within a100km radius centering on the USAFE AGOS, Kaiserstrasse 84, 67661 Kaiserslautern - Einsedlerhof, Germany, approximately 40% of the time. Secondary place of performance is 100km radius centering on the city of 92224 Amberg, Germany at the Grafenwoehr and Hohenfels training ranges, approximately 30% of the time. Tertiary place of performance is 100km radius centering on 48527 Nordhorn, Germany, approximately 30% of the time. Contractor shall have the capability to support two different locations (observation points) at the same time.
