Description
SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or Small Business Concerns. The estimated value of this procurement is between $250,000 and $500,000. The applicable North American Industry Class System (NAICS) code is 237990. The small size standard is a three year average annual gross receipt of $18.5 million. Bid, payment and performance bonds are required. This project will provide all labor, materials, tools, equipment, supervision and disposal necessary to perform maintenance dredging and disposal of an estimated 7,000 cubic yards of dredged material at U.S. Coast Guard Station Eaton's Neck, Northport, NY. The work includes dredging and disposal by mechanical means only, sand, gravel, and cobbles from a channel connecting a mooring basin to Huntington Harbor, placing the material along a nearby shoreline and incidental related work. The work also includes mobilization, demobilization, progress schedule, construction submittals, environmental controls, pre-construction and post-construction surveys and quantity calculations. The production rate of the dredging equipment shall be no less than 160 cubic yards per hour. The production rate of the disposal equipment shall be no less than 160 cubic yards per hour. Production rate is based on a 6 day work week. It is anticipated that a contract will be awarded on or before 1 February 2011. All dredging and disposal work shall be completed no later than 23 March 2011. In the event that the post-dredge survey indicates that the specified dredge limits have not been met then the contractor shall use the remaining days left in the month to correct the deficiencies. No work is permitted after 31 March 2011. At the present time, this acquisition is expected to be issued as a Small Business set-aside. However, in accordance with FAR 19.1303, if your firm is HUBZone certified or FAR 19.1403, if your firm is an SDVOSB and intends to submit an offer on this acquisition, please respond by email to jean.m.bretz@uscg.mil and/or ernest.p.eybel@uscg.mil with "Sources Sought for Solicitation Number HSCGG1-11-B-DREDGE" in the subject line or by fax (401) 736-1704. Please reference the above solicitation number in all correspondence pertaining to this project. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor, (b) a statement identifying your certified small business designation; (c) evidence of experience in work similar in type and scope (i.e., perform dredging operations in a harsh marine environment) to include contract numbers, project titles, dollar amounts, point of contact and telephone numbers; (d) Capacity to accomplish the work in the required time; (e) Location of the firm in the general geographic area of U.S. Coast Guard District One and (f) provide evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals. Contractors are reminded that should this acquisition become a HUBZone, SDVOSB or Small Business set aside, applicable FAR notices will apply. Your response is required by November 12, 2010. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, SDVOSB or Small Business set-aside. If a determination is made to pursue a HUBZone, SDVOSB or a Small Business set-aside, a solicitation will be posted on the website at http://fbo.gov
