- The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) Scott Field Office will issue Requests for Quotes (RFQ) to all applicable General Services Administration (GSA), Information Technology (Schedule 70) Contract holders, through GSA E-Buy, to establish single Blanket Purchase Agreements (BPA) for procuring Mobile Satellite Service Solutions offered under SIN 132-55 for Inmarsat BGAN and Inmarsat Legacy Services. The National American Industrial Classification Standard (NAICS) code for these competitions is 517410. The BGAN and Legacy services will be grouped by category and service type. The Government intends to release approximately 12 to 15 RFQs for different categories and service types, commencing on or about 1 February 2011, resulting in the establishment of a single BPA per RFQ. The first two competitions will consist of (1) BGAN Service for one DOD Military Service Department and (2) Legacy Service for the Mini M terminal type. Quotes will only be accepted from IT Schedule 70-contract holders providing COMSATCOM services under SIN 132-55 and whose contract offers the required service by the closing date of the RFQ. A single BPA will be established with the IT Schedule 70-contract holder whose proposal provides the best value to the government based on evaluation criteria specified in the RFQ. The contractor's proposal will be evaluated with regard to its ability to meet the tasks set forth in the Performance Work Statement (PWS) for that particular category/service type (FAR 8.405-2). The selected awardee will receive all future orders for requirements related to each category/service type from the date of selection through the period of performance specified in the RFQ. NOTE: The Government will neither release an RFQ nor establish a BPA for any category/service type where there is insufficient competition based on the IT Schedule 70-contract holders' published product offerings.
