Description
Synopsis: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is a mechanism for obtaining feedback from industry in regard to the requirements stated below, for information and planning purposes pursuant to FAR 15.201 (e). This is not a synopsis preceding the issuance of a solicitation. Rather, it is market research issued solely for information purposes to determine available sources that can meet the Government's below stated requirements - it does not constitute a Request for Proposal (RFP). The Government has no specific plans for procurement at this time. The anticipated NAICS code is 561210, Facility Support Services. The anticipated PSC code is S216, Facilities Operations Support Services. This RFI does not commit the Government to contract for any supply or service. The U.S. Department of the Interior, National Business Center, Acquisition Services Directorate is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Any information provided by industry to the Government as a result of this sources sought is voluntary. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be distributed via the Federal Business Opportunities (http://www.fbo.gov) website. It is recommended that interested parties monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. Summary: The purpose of this RFI is to identify potential sources that are interested in and capable of providing a turnkey housing facility in Kabul, Afghanistan for 10 government executives, staff and multi-national executives. The housing facility must be capable of providing three to four-star comparable services to guests on a 24-7 basis. Description of Information Requested: The Government is looking for life support services in Kabul, Afghanistan which include a fully furnished (to include air conditioning) turnkey housing facility in a secure and protected area at the executive three to four-star quality levels (or above). The housing facility shall be in close proximity (meaning not requiring secure transportation) to the following: International Security Assistance Force (ISAF) Headquarters, the US Embassy and Camp Eggers. Life support services also include bed and bathroom facilities, kitchen, dining and laundry services and facilities, static security, a conference room and a room large enough for four workstations. Each hotel-style room shall provide: (1)Queen sized bed (western standard mattress), four pillows, comforter, blanket, sheet set (matching (color and pattern), 1 flat, 1 fitted, 4 pillow cases), 1 bed mattress cover(2) Two night stands(3) One carpet (at least 8' X 10')(4) Two bed side lamps(5) One wardrobe(6)One flat screen television (27" or larger) (with Orbit Satellite Full package cable service)(7) One DVD player(8) One desk with chair(9) Accessibility to Internet (wireless preferred)(10)Telephone with international calling capability(11)One sitting chair(12)One mini-refrigerator (2.5 to 4.5 cu. ft.)(13)Each room shall have the capacity to lock from the inside and lock from the outside using a key. Keys to all rooms shall be provided to the government (includes TFBSO Government Employees, Contracted Employees, Potential Investors in Afghan Economy) during occupancy.(14)Bathroom (American Style) per bedrooma.Showerb.Toiletc.Sinkd.Furnishings to include: mirror, bath mats, 2 towels, 2 washcloths, 2 hand towels, toilet plunger, toilet brush in caddy, and trash receptaclee.Supplies to be replenished consistently as they run out through the end of the contract to include: toilet paper, hand soap, and facial tissue. Common living areas should be furnished as follows: Living Room:(1)Living room set (to include, 1 couch, 1 loveseat, matching)(2)One 42" flat screen television (with Orbit Satellite Full package cable service)(3)One Coffee Table or End Table(4)One floor lamp, or overhead light(5)One DVD player with required cables Dining Room:(1)Dining Room Table capable of being used for formal dining for 8 to 15 people(2)Dining Room Table chairs to seat 8 to 15 people Office Space: One common area large enough to accommodate four work stations shall be provided, equipped with land line internet connections, 6 desks, 6 chairs, 6 filing cabinets, 4 book shelves, networked multi-function laser printer-copier-fax-scanner device (internationally branded with Driver disk), 8 power strips, 16 electric adapter plugs (8 US to UK, 8 US to Europe), 4 cases (40 reams) per month of either A4 or 8" x 11" standard white printer paper replenished as needed. Printer device ink and paper shall be replenished consistently as they run out through the end of the contract. Conference Room: A conference room capable of sitting 10-12 people shall be provided.Laundry Facilities: Laundry services shall be available at the facility. However, laundry facilities (not coin-operated) should be available for use independently by the TFBSO guests (8-10 personnel per day), if needed. The laundry facilities shall have the following equipment/supplies available at all times:a.Washing machineb.Dryerc.Detergentd.Dryer Sheets Kitchen:(1)Major appliances to include: Full-sized refrigerator, oven, stove, microwave, dishwasher, tea kettle, coffee maker.(2)Cooking Utensils: Standard variety of pots, pans, stirring spoons, cookie sheets, casserole dishes, kitchen knives, can opener, colander/strainer.(3)Place setting and utensils for eight, to include 20 dinner plates, 20 salad plates, 20 saucers, 20 bowls, 40 glasses, 20 coffee/tea mugs, 20 forks, 20 spoons, 20 knives.(4)Chai sets - Traditional local Chai sets, enough for at least 20 settings. Custodial Services: The contractor shall provide custodial services necessary to maintain all living spaces and common areas located on the Contractor's property. Kitchen service operations: The Contractor will provide all food, furniture, and kitchen equipment necessary to stock kitchen. The Contractor is responsible for maintaining a clean, sanitary and professional appearance in the kitchen between the hours of 0600 and 2000. After hours, guests are requested to tidy up after themselves. All heavy duty cleaning and sanitizing remains the responsibility of the Contractor. Food Service: The Contractor shall provide a cook to serve three (3) meals per day - breakfast, lunch and dinner. Meat shall be served at each meal, as well as a vegetarian option. Operations and Maintenance: Support to include maintenance and repair of water, sewage, electric or utility networks shall be provided by the Contractor as well as 24-7 generator maintenance to protect against the risk of IT system failure due to power surges and potential power outages. Security: The facilities compound shall have CCTV monitoring in place to allow for viewing of the entire perimeter and surrounding area. These cameras shall be monitored on a 24 hour basis from a central operations room. Contractor shall provide USG verification of Ministry of Interior (MoI) registration as a PSC as well as weapons certification and/or licenses to carry weapons during the performance of their duties. Structure for Responses: All interested parties who believe they can meet the requirements described in this RFI are invited to submit, in writing, complete information describing their ability to provide the turnkey housing and life support capabilities. In addition, inclusion of an illustrative map showing the approximate distance between the proposed life support facility and the International Security Assistance Force (ISAF) Headquarters, the US Embassy and Camp Eggers is required. Responses are limited to 10 pages (excluding any maps) on standard 8 x 11 inch or A4 paper and should include the name, email address and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. The government may conduct informal, interactive exchanges with potential offerors who provide capability statements in accordance with this market survey request. The government reserves the right to invite one or more market survey participants to discuss their capability of performing similar commercial activities, experiences, and current business best practices. The informal meetings are for information gathering only. The information obtained from this market survey and informal exchange may be used to form the basis of a future solicitation. To the extent possible, all responses should be unclassified and for general access by the Government and other evaluators working with the Government. All material provided (responses, discussions, questions/answers, and other data) that is not related to competition sensitive or contractor proprietary material may be provided (without attribution) to other respondents. Any material provided may be used in development of future solicitations. Any proprietary information submitted must be clearly and separately identified and marked and will be appropriately protected. The Government will NOT be responsible for any proprietary information not clearly marked. ALL INTERESTED PARTIES SHALL PROVIDE THEIR SUBMISSIONS BY 2:00 PM EASTERN STANDARD TIME ON NOVEMBER 15, 2010. There will be no posting of questions and answers resulting from this notice. The Government prefers electronic submissions of information in Microsoft Word, Excel, or Adobe PDF format as appropriate.
