- Solicitation document for Office of South American Affairs Program Manager The purpose of this contract is to fund and employ a Program Manager based in Washington, D.C., to support development programs in South America. The position will reside in USAID's Office of South American Affairs, in the Bureau for Latin America and the Caribbean (LAC/SA), and will report to the Director of that Office. The incumbent of this position has responsibility as a Program Manager to support the design, implementation, and management of program activities in assigned countries. The expertise provided by the incumbent will play a major role in contributing to Agency and Bureau identification and analysis of the key economic, political, and social problems in assigned South American countries. His/her findings and recommendations, developed in conjunction with Country Representative(s), shall be vetted with senior Agency and Bureau management in briefings and reviews, and will help to define USAID's strategic and project approaches. S/he will work closely with the Country Representative(s) to support the design, implementation, and management of USAID's programs. It is expected that the incumbent possess an outstanding professional background in a range of development issues, especially democracy and governance programming. The incumbent's primary responsibilities will include developing, managing, and monitoring a portfolio of grants, cooperative agreements, and contracts to advance USG objectives in South American country development programs. Experience working in challenging, conflictive environments is preferred, as is Spanish language ability. Very strong interpersonal skills, as well as excellent verbal and written communications skills, are required. Demonstrated ability to work under deadlines and in fluid and high-pressure situations is also highly preferred. Professional experience in the Latin America and Caribbean region is preferred but not required.
