Destination: USAF 18.Mandatory Language: This is a full and open requirement. All proposals received within 45days after date of publication of this synopsis will be considered bythe Government. A Determination by the Government not to compete thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. Authority: 10 U.S.C. 2304(c) (1), Justification: supplies (orServices) required are available from only or a limited number ofresponsible sources(s) and no other type of supplies or services willsatisfy agency requirements. The proposed contract action is forsupplies and services for which the Government intends to solicit andnegotiate with only one, or a limited number of sources under theauthority of FAR 6.302. The solicitation will identify the office whereadditional information can be obtained concerning qualificationsrequirements as cited in each individual solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
