Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Aerodyne Research, Inc., 45 Manning Road. Billerica, MA 01821 to upgrade Quadrupole based Aerosol Mass Spectrometer to a HighResolution Time-of Flight Mass Spectrometer (HR-TOFMS) system. The upgrade is needed in order to use improve the sensitivity, resolution and power of existing ARI Quadrapole mass spectrometer for new laboratory measurement of particle size and composition distributions. The several custom components which comprise the instrument communicate via proprietary software, and this communication is needed in order to facilitate measurements of particle size and composition distributions in near real time. The instrument being upgrade was custom built by Aerodyne Research, including custom parts, mechanics, electronics and data acquisition, and the upgrade involves all of these systems. Without the upgrade, the instrument is only capable of measuring mass to charge ratios of unit resolution which makes empirical formulae determinations impossible. Therefore the upgrade to high resolution is needed to enable composition and size distributions. EPA has identified Aerodyne Research, Inc., the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.301-1, 'only one responsible source'. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
