- Dept. of Labor Wage Determinations Past Performance Questionnaire -Nov. 3. This file contains the entire solicitation (except two attachments) - Nov. 3. It contains the cover pages, performance-based work statement, contract clauses, representation and certification instructions, solicitation instructions, and evaluation factors. The two attachments are 1) Past Performance Questionnaire, and 2) Dept. of Labor Wage Determinations. This is a combined synopsis/solicitation for services involving the development and administration of the USDA BioPreferred Product Certification and Labelling Program. This is a solicitation for commercial services and is prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are requested and a separate written solicitation will not be issued. This is an unrestricted solicitation; any qualified contractor may submit a proposal. The solicitation number is AG-3143-S-11-0004 and is issued as a request for proposal (RFP). The solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 2005-43. The associated North American Industrial Classification System (NAICS) code is 541190 with a small business size standard of $7.0M. The period of performance is anticipated to be a Base Year and four (4) Option Years. Offerors, please read the entire combined/synopsis solicitation package. Details of the requirements are contained within Section C. Instructions for submitting a proposal are given in Section L. Offerors must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, please do so through the CCR website at www.ccr.gov. The selected offeror must comply with the following commercial item terms and conditions, as well as other clauses, which are incorporated within the soliciation document: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offerors Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The full text of the referenced FAR clauses may be accessed electronically at www.acqnet.gov/far. Proposals are due by Friday, November 26, 2010, 5:00 pm Eastern Standard Time. Funds are not currently available for this requirement. The USDA intends to provide funding by December 2010.
