- Combined Synopsis/Solicitation No. N1574103431Amendment 0001November 2, 2010 Project Title: Rental of Snowmobiles, Yellowstone National Park. Receipt of Offers: The hour and date for receipt of offers is hereby extended to 2:00 pm local time on November 4, 2010. Description of Changes: This amendment provides for some changes to the existing combined synopsis/solicitation by changing the period of performance on line item numbers 1 through 10 (all line items) to read as follows:"for the period of 12/1/20?? - 3/31/20??"The above change will add an additional 16 days to the rental period for each year of rental.All other terms remain in full force and effect. This amendment also provides information in response to the following written requests provided by interested individuals:1. Comment - "What is the required response time to provide breakdown service?"Response - "Response time for breakdown to repair/replacement is 72 hours from receiving notification." 2. Comment - "What is the maximum distance our recovery team would need to travel to recover a broken down or damaged snowmobile?"Response - "Maximum distance a recovery team would need to travel to recover a sled is 80 miles, but of course this distance is going to depend on where the repair folks are stationed out of." 3. Comment - "How many miles will both models of snowmobiles be subjected to over the 4 month period?"Response - "Average miles a snowmobile is used in a 4 month period is 2500 miles." 4. Comment - "Where will normal wear and tear maintenance and warranty work be performed; on site or at our location?"Response - "All warranty work on leased snowmobiles will be performed at contractors repair facility." 5. Comment - "Is the contractor provided with a maintenance shop to store equipment, parts, and tools required to best keep snowmobiles at their high level of performance?"Response - "Contractors are required to provide their own space for the storage of equipment or tools (no Government furnished facilities)." 6. Comment - "What additional options would you prefer on the snowmobiles?"Response - "Yellowstone National Park only needs the options asked for in the Combined Synopsis/Solicitation. (Standard options)." 7. Comment - "Is the Contractor provided with a location for our maintenance team to work out of; service and clean snowmobiles?"Response - "A Government furnished maintenance location will not be provided." 8. Comment - "The SOW states 2008 or newer for snowmobiles; Are these new or used snowmobiles? Do you have a requirement for maximum number of hours or miles that can be on the snowmobiles if used condition is acceptable?"Response - "These can be either new or used snowmobiles. No, there is no requirement for maximum number of hours or miles that can be on the snowmobiles if used condition is acceptable. Snowmobiles must be in a safe operating condition per factory specifications." 9. Comment - "What type of sled will be used with the snowmobiles as each snowmobile has a recommended sled type for maximum performance and efficiency?"Response - "The most common type of sled used is a dog type sled with metal runners and the typical load is less than 100 pounds." 10. Comment - "Where will snowmobiles be stored when not in use and during the off season; indoors in a climate controlled environment; outside; in a trailer; etc.? If not climate controlled is the area ventilated?"Response - "Yellowstone National Park stores the snowmobiles outside during winter operations. The storage of the snowmobiles is the Contractors responsibility in the off season." 11. Comment - "Will operators be required to attend a safety class or have an operator license before operating snowmobiles?"Response - "Yellowstone National Park requires training for all employees that operate snowmobiles on Park Service trails." 12. Comment - "Would the operators be interested in handlebar risers equipped on all snowmobiles?"Response - "Handlebar risers are not required." 13. Comment - "Would the Park assist in the recovery of a snowmobile from the backcountry or is it the Parks responsibility to bring a broken or inoperable snowmobile back to a maintenance area within the Park?"Response - "All leased snowmobiles will be operated on groomed trails/roads and they will not be used in the backcountry." 14. Comment - "Will the Park Service have a designated employee to handle scheduling for maintenance & repair of the machines?"Response - "Yellowstone National Park will have contact personnel at three locations: Mammoth, Lake, and Madison." 15. Comment - "Do all of the machines need to be on site the first day?"Response - "Yellowstone National Park needs to have all snowmobiles delivered by December 1, 2010." 16. Comment - "Where will be the Entrance and Exit be for the service personnel be?"Response - "The two entrances and exits for service personnel will be West Yellowstone, MT and Mammoth, WY." Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended by one of the following methods:a)Signing and dating this amendment and returning with offer;b)By acknowledging receipt of this amendment on each copy of the offer submitted; orc)By separate letter or telegram which includes a reference to the solicitation and amendment numbers.FAILURE OF YOUR ACKNOWLEDGEMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OFFERS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER.If by virtue of the amendment you desire to change an offer already submitted, such change may be made by telegram or letter, provided each telegram or letter makes reference to the solicitation and this amendment, and is received prior to the opening hour and date specified.
