Description
This announcement is not a Notice of Solicitation issuance. This is a Request for Information (RFI) for planning purposes only. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if or when, a solicitation is released. The United States (US) Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts (CON) is conducting a market research to determine the existence of sources to meet an anticipated BBG requirement for Content Delivery and Distribution Services (CDN) and related support for worldwide audiences of BBG broadcasts. It is expected that the desired minimum CDN service architecture and service requirements; 1) Minimum Global CDN footprint in Asia, Europe, Africa and South America; 2) CDN global infrastructure must include robust live and on-demand streaming server network to minimally include Flash Media and Windows Media servers; 3) 24x7x365 global support, 24x7x365 redundant operations centers. In accordance with FAR 15.201(e) response to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. The Government contemplates awarding one (1) or more firm-fixed price (FFP) contract(s) with one (1) Base period with four (4) 1-year options to extend the contract term, subject to the availability of funding. Propriety information submitted in response to this RFI will be protected from unauthorized disclosure in accordance with Federal Acquisition Regulation (FAR). All proprietary markings should be clearly delineated, so that the Government can easily identify which data is restricted by proprietary or other rights. Those who are interested may submit a "Capabilities Statement" describing their technical capabilities and experience with CDN solutions and support and experience with a broadcasting entity. Respondents must submit their responses no later than November 8, 2010, 2:00 P.M. Eastern Daylight Time, in electronic form or in hard copy. The response may be no more than 15 pages in length. Hard copy submissions shall be directed to Mr. Berel Dorfman at Broadcasting Board of Governors, Office of Contracts (CON), Switzer Building, Room 4007, 330 "C" Street, SW, Washington, DC 20237. Submittals may be made by courier; however, telephone responses are not acceptable. Please address email submissions to : bdorfman@bbg.gov. In order to fully comprehend the information in any response to this RFI, BBG may need to seek further clarification from Respondents. This clarification may be sought by telephone, written communication, or request for a presentation to BBG. This notice is not a RFP, IFB, or RFQ.
