- Current Operational Model The General Services Administration (GSA) is issuing this Request for Information (RFI) on electric vehicle supply equipment (EVSE) and systems. Your responses will help us and other federal agencies plan the infrastructure needed to support electric vehicles (EV) and plug-in hybrid electric vehicles (PHEV). This inquiry is for information only and is being issued solely for planning purposes. This RFI does not constitute a statement of work (SOW) or a commitment to issue a SOW in the future. In addition, GSA will not incur any cost associated with the development or distribution of any information provided in response to this request. We encourage the teaming of utility providers, transaction providers, and EVSE manufacturers in providing responses to the information requested. Interested firms should submit their specialized experience in the fields of NAICS 488490 Other Support Activities for Road Transportation. BACKGROUND : GSA provides workplaces for more than one million federal employees. We supply federal purchasers with cost-effective, high-quality products and services from commercial vendors. GSA's Federal Acquisition Service (FAS) Fleet is one of the largest non-tactical federal fleets in the United States with over 217,000 vehicles. GSA's Public Building Service (PBS) manages a real estate portfolio of over 9,600 buildings nationally. Federal fleets are required to reduce petroleum consumption and to use more alternative fuels for its vehicles. Electricity provided from an external source is considered an alternative fuel. To help meet this requirement, GSA Fleet has a solicitation out for electric vehicles (EV) and plug-in hybrid electric vehicles (PHEV) coming to the commercial market. GSA Fleet has plans to purchase around 100 electric vehicles (EV) and plug-in hybrid electric vehicles (PHEV) for many federal agencies. The delivery of these vehicles is expected in spring of 2011. The plan is to place this first round of vehicles in Washington D.C., Detroit, San Diego, Los Angeles, and San Francisco. GSA plans to purchase additional vehicles as production increases and maintenance services become available nationwide. Level II electric vehicle supply equipment (EVSE) will be installed at federally owned and leased facilities to charge the EVs and PHEVs. Electricity consumed by charging Fleet EVs will be tracked by GSA so PBS can deduct the amount from the total energy consumed at each facility and so FAS can track electricity consumed by electric vehicles at the vehicle and transactional level for accountability and reporting purposes. Electricity consumed by POVs will also be tracked for appropriate billing. GSA has no estimates on how many tenants or visitors will have a need to use EVSEs at our facilities. Additionally, GSA customers currently purchase Low Speed Electric Vehicles (LSEV) using GSA's Automotive Superstore MAS schedule 23V. GSA also has two battery EVs (both large cargo vans/trucks) available for purchase under GSA's special order program. EVSE vendors can also be found on the MAS schedule 23V. For understanding, our current operational model is that GSA and other federal agencies currently use a fleet card program through GSA's SmartPay contract to manage information and payment of fuel. GSA Fleet uses the Wright Express (WEX) card to conduct fuel and minor maintenance purchase transactions. These transactions are tracked to each vehicle and provide data to FAS for customer billing purposes and analysis. See Attachment for information about our current fuel transaction process flow. The fuel transaction process used by GSA Fleet is similar to the process used by other federal fleets. GSA/FAS would like to use the same or similar process to the Wright Express card for GSA owned Fleet vehicles as related to electric vehicle charging. GSA envisions a process in which each Fleet vehicle has a transaction media (WEX card or other means) associated with that specific vehicle. It will be issued along with the vehicle to the federal customer. This transaction media will allow the Fleet vehicle customer to use EVSE installed in GSA facilities. It will be used to manage the billing transaction to the customer. The EVSE/ transaction media must have the ability to collect consumption and other data on each specific fleet vehicle. We have identified three "Merchant" scenarios for GSA/PBS that follow the transaction process flow in our current model: - GSA/PBS is the " Merchant" supplying the fuel (electricity) and infrastructure (EVSE). GSA/PBS would be reimbursed directly by the customer for costs associated with EV refueling and would collect electrical consumption data; •2. - GSA/PBS is the fuel supplier (electricity) to the "Merchant." The "Merchant" reimburses GSA/PBS for the cost of the fuel. Depending on whether GSA/PBS or the "Merchant" pays the infrastructure (EVSE), there would be variations in the fees. The "Merchant" would be responsible for providing Fleet and PBS the required energy use information for the vehicles and building; and •3. - GSA/PBS leases space to a "Merchant". The "Merchant" uses a separate electrical service and pays the utility provider directly. The "Merchant" would be responsible for providing Fleet the required energy use information for the fleet vehicles. RESPONSE FORMAT: THIS IS FOR INFORMATIONAL PURPOSES ONLY. The response package must consist of six separate tabs: TAB I thru TAB VI as follows: - TAB I (Cover Letter): The cover letter must be on letterhead and include: 1) GSA reference number and title of the project; 2) An introduction of your company; 3) Company size; 4) Business establishment date; and 5) Point of Contact including name, title, address, telephone number, fax number and email address. - TAB II (Narrative): A written narrative of the company's previous experience with and methodology to provide services for electric vehicle charging. - TAB III (Company Recommendations): GSA seeks responses from industry to the questions listed below. We expect your expertise and recommendations will help us: Ÿ identify operational models, Ÿ inform us of innovations, Ÿ bring up issues that we have not yet considered, and Ÿ lead us toward a course of action. Questions regarding EVSE Transaction/Billing Process •· - Describe how you would interface with a fleet card program to manage the transaction and payment process. •· - Describe your billing methods and fee structures: · Some factors may include utility EV tariff, cost per KWH, cost per hour, cost per transaction, point of sale or subscription based billing. •· - Describe possible billing strategies which may include monthly bills, point of sale payment and other options. •· - Describe possible fee structures and how variances in electric rates could be factored into the fee structure. Government pays for infrastructure: GSA or another federal agency will pay for the installation of EVSE. If GSA pays for the infrastructure, access might be shared. If another agency pays for the infrastructure, access might be exclusive. Only government owned vehicles would be allowed to use the Fleet EVSEs. •· How many vehicles can be connected to your EVSE and what tools or methods could be used to manage vehicles so the vehicles would have adequate opportunity to charge? •· If a single vehicle is assigned to a charging station describe alternative methods to collect required information on energy use and payment of services without using expensive transaction equipment, sub meters and other information collection systems. Third party installation and financing: GSA could out lease parking and electrical access to a third party who installs, operates, maintains, and finances the installation of EVSE. •· - Describe your requirements to make this option advantageous for you and GSA. •· - Describe how you would manage access to the EVSE. •· - Describe how you would provide utility consumption data. Energy Information: We need to collect electrical use information on EVs for Fleet so we can report fuel on alternative fuel consumption and so PBS can identify and deduct the increased energy usage at its buildings. •· - Describe how you would collect energy data on EV electric use by building. · For buildings we have identified separate electric service, sub-meters, metering in EVSE as possibilities for collecting energy use data. Revenue grade metering is not necessary for these reporting purposes. •· - Describe how you would collect energy and other data by vehicle. · Information could be collected through the EVSE metering capabilities or collected by the car itself. · If a specific vehicle is assigned to a single charging station, separate electrical services or sub-meters may provide sufficient information. · Would this data collection require additional wired or wireless connections and service requirements and costs? Recovering our Electrical Costs: PBS pays for electricity at each building and recovers the cost by billing agencies and through rent. •· - Describe how you would reimburse PBS for electricity used by the electric vehicles. · We assume you will manage all the transactions through a fleet card, credit card, or subscription based service. Peak Demand Management: Electricity at the federal buildings is subject to peak demand charges. We need to be able to curtail or prevent electric vehicle charging at times when electric demand is high. •· - Describe how you would regulate charging to limit peaking demand charges. · Include information regarding the u se of "smart charging" to minimize charging during on-peak hours or the use of timers. •· - Describe how your system might be able to connect to energy management software. · PBS currently uses the energy management software PowerLogic ION EEM. Renewable Energy: We are also interested in renewable energy and onsite energy options as a way to limit peak demand and reduce green house gas emissions. •· If you plan to use renewable or onsite energy, describe how your system operates and discuss onsite renewable or non-renewable generation involving net metering, renewable energy credits or grid disconnected with battery backup as it relates to your system. Payment of Charging Services for POVs: POVs will need to pay for the use of EVSE through either a subscription or credit card. •· - Describe how you would enable citizens to charge their POVs. •· - Would fleet vehicles be able to use EVSEs installed for POVs - Please describe how you would implement an EVSE infrastructure at federally owned and leased properties. •· - Please clarify issues GSA should consider before installing an electric vehicle charging infrastructure. •· - Add additional information not by covered by other questions that is relevant and important. - TAB IV (Company Profile): The company profile shall include: 1) Size Standard; 2) If Small Business, type and certifications; 2) All company NAICS codes; 3) Average annual gross revenues for the past three years; and 4) Number of employees. - TAB V (List of Company and Subsidiary Offices): The list of company and subsidiary offices must include the name of the operating firm (prime or subsidiary firm), city, state, and zip code. - TAB VI (Company Specialized Experience): The format is as follows: 1) Name and Address of Agency/Firm; 2) Type of Service Provided (EV Charging related services only, please); 3) Title of Project; 4) Period of Performance; 5) Indicate if your company was the prime contractor or the subcontractor; and 6) Provide in detail the services provided under the project.
