R&IE supports Superfund projects in cleanup, removal, remediation, and radiological emergencies. EPA under the National Response Plan (NRP) and other federally mandated regulations would be tasked as the Lead Federal Agency (LFA) for specific radiological emergency responses. These tasks include but not limited to supplying support equipment, personnel, and radiation detection equipment to EPA Regional personnel and Incident Command Leadership across the North America including Alaska. BRAND NAME JUSTIFICATION FOR PANASONIC LAPTOPS COMPUTERS: The purpose of these laptops is to facilitate the Radiation Emergency Response Team's primary and support staff with mobility, connectivity, readiness and easy access to their specialized applications and data resources whether they are at work, travel or responding to an emergency in the field. It will assist with the consolidation of imperative data that can be readily accessed in an efficient and quickly manner The Panasonic is semi ruggedized with aluminum cases providing additional protection against vibration and shock. This is the same spec as many regions and the other EPA special teams have purchased for On Scene Coordinator (OSC), ER members etc. A total of 15 semi-ruggedized laptops will be purchased for RERT operations. Each will be designed and setup similar for consistency in operation. Laptops will be setup at the R&IE facility with identical software, networking functions, cabling, and biometrical passwords features. The laptops will be designed for semi-rugged handling, network capability and troubleshoot the data-logger on the RadNet-DNRMS, SCRIBE, RERT and regular office applications. On board serial port availability is a must in order to connect radiation detection and air monitoring systems. Additionally, the laptops will serve as desktop replacements. Users will have traditional monitors and keyboards at their workstations to which the laptops will be docked for regular office network access. Semi-ruggedized computers will be utilized as office desktops as well as in field operations laptops. For this type of operation, we may be located in areas that require the handling of the laptop on vehicle hoods, off the back end of a trucks tailgate, or a rock out cropping. All of these areas make the laptop vulnerable to falling to the ground. To support such operation a semi-ruggedized laptop to meet RERT specification is ideal. We need the flexibility to perform emergency repairs and or replacement in the field due to time constraints. These time constraints are driven by an emergency response situation where down time is not a luxury. We need a computer to perform exceptionally well under the harsh mobile environment and are easily upgradeable for future operations.
