- Presolicitation Notice: NIHOF2011331 THIS IS A PRE-SOLICITATION NOTICE. A SOLICITATION WILL BE POSTED TO FBO UPON THE CLOSING OF THIS NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL, A REQUEST FOR INFORMATION, OR AN INVITAITON FOR BIDS. THE SOURCES SOUGHT FOR THIS REQUIREMENT WAS "HHS-ORFFSSCB-SBSS-09-0003". The National Institutes of Health (NIH) seeks to obtain qualified contractor support for critical activity support to the operation of the NIH Veterinary Research Program and compliance with the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) accreditation standards. The NAICS code for this requirement is 326192 and the size standard in number of employees is 750. This is a Full and Open Competitive Acquisition. The anticipated date for issuance of a solicitation is on or about November 12, 2010, and will be issued via the Federal Business Opportunity (FedBizOpps) website only. NIH anticipates the award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity Contract (IDIQ) with a base year and four (4) one (1) year option years. BACKGROUND: The NIH, Office of Research Facilities (ORF), Division of Property Management (DPM), oversees the operations, maintenance, repair and renovation of all NIH facilities and utility systems and performs general facility management for all NIH real property. This requirement is for specialized facility support services for existing animal architectural vivariums. TASKS DESCRIPTION: The contractor shall install, repair, and maintain various architectural specialties identified by the following four divisions: (1) Resinous System Flooring, Division I; (2) High-Performance Resinous System Wall Covering, Division II; (3) Specialty Fiberglass Reinforced Polyester Suspended Ceiling Systems, Division III; and (4) Stainless Steel and Aluminum Wall Protection Systems, Division IV. These specialty requirements identified above represent the architectural maintenance and restoration activities under this procurement. The contractor shall demonstrate the ability and availability of resources to accomplish work performance in all divisions included above. Work shall be performed in existing animal vivarium laboratories and support facilities, located throughout the NIH Campus in Bethesda, the NIH Animal Center in Poolesville, NIH rental facilities in Rockville, MD, and the National Institute of Environmental Health Sciences in Research Triangle Park, North Carolina.
