- OPM-specific Clauses The U.S. Office of Personnel Management intends to negotiate a sole source contract with CQ.Roll Call to renew its contract for on-line services to track legislation, schedules and provide alerts on legislation as it passes the U.S. Congress. The subscription services shall include Budget Tracker, Committee Amended Text, CRS Bill Digest, Custom Alerts, Health Beat Morning & Afternoon, Schedules, CQ Today, Today Extra, and Weekly (print). The subscription period will be from 11/01/2010 – 10/31/2011 for 16 licensed users. The subscribing organization is Office of Personnel Management Congressional and Legislative Affairs. The resulting award will be fixed price. Negotiations will be conducted using other than full and open competition procedures pursuant to the authority of FAR 6.302-1(a)(2). Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. All interested vendors are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested vendors must submit clear and convincing documentation demonstrating its capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing significant technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to CQ.Roll Call and all firms that respond to this synopsis. If no affirmative written response is received within 5 calendar days after publication of this synopsis that a comparable source is available, a contract will be issued to CQ.Roll Call for the requirement described above.
