Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The items requested herein are unique to the manufacturer, no substitutions will be accepted. This service is to increase the current license capacity of the Front Porch Digital tape archive and to upgrade the current DIVA archive software to support a newer model drive within the Sony Petasite. Both the license and software is proprietary to Front Porch Digital. This procurement is in support of the American Forces Network-Broadcast Center (AFN-BC), Riverside CA 92518. See attached Statement of Work for more details. Solicitation/synopsis reference number 2165-0298-0051 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word “quoter” substituted for “offeror”. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-46 effective 29 September 2010 and DFARS Change Notice 20101025 effective 25 Oct 2010. (1) FAR 52.212-1 (Instructions to Offerors – Commercial Items) (JUN 2008): (a) Re para (a): NAICS 334220; small business size standard is 750. This procurement is set aside 100% small business. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation – Commercial Items) (JAN 1999) with the following insertion in para (a) “lowest priced technically acceptable with acceptable past performance.” Technical evaluation will be whether quoted items satisfy all requirements for CLIN 0001 as described below. (3) QUOTATIONS ARE DUE BY 2:00PM PACIFIC TIME ON 10 November 2010 IN ORDER TO BE CONSIDERED. Quotations may be emailed to susan.madrid@dma.mil or sent via fax to (951) 413-2432. Due to technical issues email and fax may not result in your proposal arriving before the cut-off time, please allow extra time if you’re sending your quote via electronic means. (4) Quotations must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications – Commercial Items) (OCT 2010) with Alt 1 (APR 2002). (5) Item description as follows (Items Unique to Manufacturer): CLIN 0001: 1 EACH MFR: FRONT PORCH DIGITAL NOUN: UPGRADE ARCHIVE CAPACITY AND ARCHIVE SOFTWARE VERSION DESCRIPTION: SEE ATTACHED STATEMENT OF WORK (SOW) FOR DETAILS FOB DESTINATION: 4 MONTHS AFTER RECEIPT OF ORDER (ESTIMATE) AMERICAN FORCES NETWORK-BROADCAST CENTER (AFN-BC) 23755 Z. STREET RIVERSIDE, CA 92518-2221 The Government will issue an order to the responsible quoter submitting the lowest priced technically acceptable quotation with acceptable past performance. This order will include the following referenced clauses which may be accessed electronically at www.aquisition.gov/far: FAR 52.212-4 (Contract Terms and Conditions-Commercial Items) (JUNE 2010) FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items) (OCT 2010) FAR 52.219-8 (Utilization of Small Business Concerns and Small Disadvantage Business Concerns) (MAY 2004) FAR 52.232-33 (Payment by Electronic Funds-Central Contractor Registration) (OCT 2003) DFARS 252.204-7004, Alt A (Required Central Contractor Registration (CCR) (SEP 2007) DFARS 252.232-7003 (Electronic Submission of Payment Request) (MAR 2008) DFARS 252.246-7000 (Material Inspection and Receiving Report) (MAR 2008) Additional FAR and DFARS clauses required by the regulations will be included. Local DMC clauses, 52.0100-4028 (Contract Contact Information)(DMC) (JUN 2005) and 52.0100-4094 (Marking Instructions for All Items to Include Drop Ship and Direct Shipment) (JUN 2004), will be included. Statement of Work American Forces Network – Broadcast Center Archive Licensed Capacity Increase and Software Upgrade Background:American Forces Network – Broadcast Center (AFN-BC) utilizes two, digital tape archive systems for long term storage and retrieval of digital video. The two storage systems work in tandem, as backup, and contain the same digital video material. Each system is comprised of a Sony Petasite with 600 bins and LTO-4 drives along with the Front Porch Digital’s DIVA Archive management system. The management system maintains the digital tape data base and controls the Sony Petasite for the storage and retrieval of digital video. AFN-BC has purchased an additional cabinet with 300 bins for each of the Sony Petasites. Additionally, AFN-BC will replace the LTO-4 drives in each Petasite with the LTO-5 drive. 1.0 Scope:The purpose of this Statement of Work (SOW) is to increase the licensed, DIVA capacity for additional bins and upgrade the DIVA archive software to control the Sony Petasite’s LTO-5 drives. The equipment and services required under this SOW is located at American Forces Network – Broadcast Center, 23755 Z Street Bldg. 2730 Riverside, CA 92518. 2.0 Remote Access: Remote access to support the delivery of increased licensed, DIVA capacity and to upgrade DIVA software shall be as follows: 2.1 The Government will provide a WebEx client connection to the AFN-BC DIVA Network and will furnish an IP address, user name, password and access code to remote access the AFN-BC DIVA Network. 2.2 The Contractor shall coordinate with AFN-BC seven business days before any remote access to the AFN-BC DIVA Network. The Contractor shall coordinate with AFN-BC the date, time, and duration of any remote access to the AFN-BC DIVA Network to prevent adverse impact on AFN-BC Broadcast Operations. 2.3 The Contractor shall immediately notify AFN-BC upon completing any remote access software upgrade. AFN-BC will monitor and/or test the DIVA archive system for proper operation within two hours of Contractor notification of any remote access software upgrade. The Contractor shall be available during AFN-BC monitoring and/or testing of the DIVA archive system to remediate any DIVA faults or non-functioning archiving or restoration elements as a result of the software upgrade. The Contractor shall restore the DIVA system to its previous software version if the DIVA archive system is not fully functional eight hours after completing the installation of the updated software. 3.0 Requirements: The Contractor shall upgrade the licensed capacity of each DIVA archive system from the current 408 slots to 700 slots. 3.1 The Contractor shall provide a priced option to upgrade the licensed capacity of each system from 700 slots to 800 slots. The priced option shall be based upon the completion of requirements 3.0 above. 3.2 The Contractor shall provide a priced option to upgrade the licensed capacity of each system from 800 slots to 900 slots. The priced option shall be based upon the completion of requirements 3.0 and 3.1 above. 3.3 The Contractor shall upgrade the DIVA Archive software to version 6.3.4 compatible with the IBM LTO-5 drive and backwards compatible with the IBM LTO-4 drive utilized within the Sony Petasite. 3.3.1 The Government will utilize the IBM LTO-4 drive during the installation and testing of DIVA Archive version 6.3.4. The Government will switch out the IBM LTO-4 for the IBM LTO-5 drive after successful implementation of DIVA software version 6.3.4. The Government will not mix drives in either or both systems and will only utilize the LTO-4 drive or the LTO-5 drive in both systems. 3.4 The Contractor shall provide installation, integration and acceptance for requirements list in 3.0 through to, and including 3.3. 3.5 The Contractor shall provide remote support installation as outlined in paragraph 2.0 through 2.3 for requirements list in 3.0 through to, and including 3.3. 4.0 SERVICE & SUPPORT: AFN-BC currently has a service and support agreement with Front Porch Digital for the DIVA Archive System and will continue to exercise the option years.
