- Description
- The US Army Special Operations Command (USASOC) is seeking potential sources to provide Rotary Wing (RW) support to USASOC units. The work to be performed requires that the commercial carrier operates under a FAR PART 135 certificate and provides aircraft listed under that certificate. Public Aircraft operations will not be authorized. The Government is only seeking sources and a rough order of magnitude for this requirement. Responding to the sources sought does will not bind the Vendor to performance or the Government to a contract. Future Acquisition Possibilities: If it is determined that commercial capability exists and use of a commercial carrier is in the best interest of the Government, the Government will issue a solicitation identifying the specific requirements. A. State of Nevada: 1. Estimated Requirement for the State of Nevada: a. Two RW aircraft and crews, with supporting maintenance and operations personnel. b. Mission is Medical/Casualty evacuation and troop transport. 2. Estimated Aircraft requirements and Crew qualifications/proficiency include: a. NVG operations b. Night Un-aided operations c. Mountainous/High desert operations d. Desert/Brown out conditions e. Snow/White out conditions f. Rescue hoist operations g. Seats out operations 3. Duration of Support, Four events per year, Each event requires approximately 75 flight hours. B. State of West Virginia 1. Requirement for the State of West Virginia: a. Two RW aircraft (one utilized as a spare), Only one crew required, with supporting maintenance and operations personnel. If Commercial Carrier is capable of delivering a maintenance spare aircraft within six (6) hours, only one aircraft is required on-site. b. Mission is Medical evacuation. 2. Aircraft requirements and Crew qualifications/proficiency include: a. NVG operations b. Night Un-aided operations c. Mountainous/High desert operations d. Desert/Brown out conditions e. Snow/White out conditions f. Rescue hoist operations g. Personnel Locator System (PLS) operations h. Medical/Casualty evacuation from Non-Surveyed Helicopter Landing Zones i. Fast Rope Operations (Insertion of Personnel Only) FAST Rope provided by the Command "NO EXFILL OF PERSONNEL AUTHORIZED" 3. Duration of Support, Two (2) to Three (3) events per year. Each event requires approximately 40 flight hours.
