Description
The Naval Air Systems Command intends to issue a contract action under the Basic Ordering Agreement N00019-07-G-0008 with the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis for the following efforts: A. To provide the comprehensive Non-Recurring Engineering (NRE) efforts for a design required to enable any Block C V-22 aircraft to conduct the Airplane Mode Maneuverability Envelope Expansion (AMMEE) and Velocity Not-To-Exceed Envelope Expansion (VNEE) currently scheduled for 2013. B. To identify and execute all steps required to refurbish, replace, calibrate, and load test the Special Test Equipment associated with the Point Load Calibration System. C. To modify one (1) existing Flight Test aircraft with Nacelle Sail test articles and return the test aircraft to its pre-modification configuration upon completion of Nacelle Sail flight testing. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
