Description
The purpose of this sources sought notice is to determine the availability of potential small business firms for a possible small business set-aside. The associated NAICS code for the procurement is 541990 titled, "All Other Professional, Scientific, and Technical Services" (size standard of $7 Million). Responses to this sources sought notice shall not constitute responses to a solicitation. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation currently exists therefore requests for a copy of the solicitation should not be made. The decision to solicit for this requirement shall be solely at the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will theGovernment pay for the information submitted by any responders in response to this notice. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition. DESCRIPTIONThe United States Environmental Protection Agency (USEPA), Office of Acquisition Management, is conducting a sources sought to determine whether small socioeconomic businesses exist to support the National Decontamination Team who is currently fielding a high level standoff hazards detection project under the program name of Airborne Spectral Photometry of Environmental Contaminants Technology (ASPECT). This program has the primary mission of remote detection of chemical vapors, plumes, and clouds. EPA is deploying the technology primarily to provide first responders and other emergency personnel with detailed chemical vapor plume information at the scene of releases. EPA is seeking viable sources to provide services and to maintain, modify and upgrade the existing and new infrared line scanner systems used by the ASPECT program. The ASPECT program is a unique sensor platform currently fielded to support emergency response missions and Nationally Significant Security Event (NSSE) activities. The main components of the remote chemical sensor systems consist of infrared detectors and their associated control systems, geo-spacial locaters, computers and communication equipment. Reliable operation of the ASPECT system is mandatory due to the emergency response nature of the program. CAPABILITY STATEMENT:Interested parties capable of meeting the Performance Work Statement requirements shall submit a written capability statement. The capability statement will be evaluated solely for the purpose of determining if the small business community is capable of performing the services of this requirement. The Government will evaluate the qualifications of interested parties based on their response to this Sources Sought Notice and the Performance Work Statement. All capability statements should:1. Not exceed ten (10) double-sided pages or twenty (20) single-sided pages.2. Shall be electronically submitted to the email addresses listed below.3. Include a business classification(s) in your submission: large business, small business, 8(a), HUBZone, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, and Women Owned Business.4. List references and experience in conducting similar projects for the past 3 years. The Government intends to consider all comments and responsive qualification packageswhen developing its final acquisition strategy and resulting RFP(s).
