Description
The U.S. Coast Guard Surface Forces Logistics Center has a requirement to remanufacture Caterpillar 3516 Diesel Engines in support of the 110' "C" Class Coast Guard Cutters. The Government will allow competitive offers to be submitted for this remanufacture; however, all work must be done in accordance with OEM Standards and Specifications using ONLY new, genuine Original Equipment Manufacturer (OEM) parts. Remanufactured and aftermarket parts are not acceptable. It is anticipated that a firm, fixed priced, 5 year requirements contract will be awarded to an Authorized Caterpillar Repair Facility for the remanufacturing of these engines. It is the Government's belief that only Caterpillar Inc., the Original Equipment Manufacturer (OEM), has the required technical, engineering specifications, drawings and expertise to effectively remanufacture these engines. Additionally, concerns that have previously been successful in providing certain Caterpillar Engines Remanufactures to the Government are encouraged to quote; along with the quote must be specific evidence showing previous success of remanufacturing, including contract number, date, NSN and part numbers of engines, at a minimum. The information required to properly complete this job is proprietary to Caterpillar Inc. The Government did not procure this information, or the rights to use this information, under the original contract. Therefore, it is the Government's intention to solicit and negotiate only with Caterpillar or concerns as stated above. Concerns having the expertise and required capabilities to remanufacture the above items are invited to submit complete information discussing the same within 5 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the capability to remanufacture to OEM standards (2) Data that the facility has satisfactorily remanufactured these exact engines for the Government. This data must be sufficient to allow the Coast Guard to evaluate the information relative to the above requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1.
