- J&A Sole Source FEDBIZOPS NOTICE OF INTENT FOR SOLE SOURCE: The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy, Colorado, intends to award a sole source commercial purchase order to the Colorado Springs Convention and Visitors Bureau, 515 Cascade Ave, Colorado Springs, CO 80903. The Directorate of Admissions (RR) office requests the purchase of advertising space in the Official Visitor Guide to Colorado Springs (2011) and Pikes Peak Region. The Official Visitor Guide to Colorado Springs and the Pikes Peak Region is an annual publication with more than 750,000 copies printed annually, and over 250,000 mailed to consumers outside the Pikes Peak Region, and 300,000 distributed to the Pikes Peak area hotels, motel and campgrounds. This guide is created and distributed by the Official Convention & Visitors Bureau, Visitor Information. The North American Industry Classification System Code (NAICS) is 541820 and the SBA size standard is $7M. All responsible sources may submit a response, which if received in a timely manner, will be considered. This synopsis is for notification purposes only and does not constitute a solicatation for bids or proposals. Federal Acquisition Regulation (FAR) Part 12 and 13 procedures will be utilized for this acquisition. Any vendor that feels they can meet the government's requirement may submit information (2 pages or less) to support their claim. The closing date of this synopsis is 12:00 p.m. Mountain Standard Time (MST) 28 Oct 2010. The government does not intend to pay for any information provided under this synopsis. Please contact Michael Fredericks, (719) 333-3829 or michael.fredericks@usafa.af.mil if more information is needed. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
