- DIA anticipates awarding a contract to provide services in support of senior level organizations in the planning and execution of major initiative programs and projects across the agencies. Due to the size and complexity of the requirement, the government is contemplating conducting this as a full and open competition, weighted for small business. A final decision regarding open vs. small business set-aside will be made prior to the 10 November briefing. The following provisions shall apply to this effort: -Only companies with facilities clearance may be PRIME and only PRIME candidates may attend the briefing -If awarded, the awardee and subcontractors cannot participate on SITE contract The base period of performance is one year from the date of award with options to renew for four 12-month periods. By submitting a proposal, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the database prior to award, during the performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual review websites for the most up-to-date version of the solicitation and for the correct offer due date and time. Place of Performance: The contractor will be required to perform work worldwide.
