Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Charleston, SCintends to award, on a sole source basis, multiple procurement actions to Northrop Grumman Systems Corporation, Denro Systems, Elkridge, MD for the delivery of component parts and materials for build-out of the Navys Enhanced Terminal Voice Switch (ETVS) systems during the period 1 Dec 2010 through 31 Dec 2013. The total estimated value of the procurements is $2,975,000. The Navys initial requirement for ETVS systems was competitively procured. The above procurement actions are for commercial parts and materials required to build out five (5) each existing ETVS systems held in assets to replace obsolete Navy unique Integrated Voice Communications Switching Systems (IVCSS). As the original equipment manufacturer of the proprietary ETVS system, only Northrop Grumman Systems Corporation, Denro Systems is able to provide the required parts and materials. Attachment A identifies the components to which this synopsis applies. Attachment A may be found at the SPAWAR e-commerce website at http://e-commerce.spawar.navy.mil/. The Government intends to solicit and negotiate with only Northrop Grumman Systems Corporation, Denro Systems under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals; however, interested parties may express their interest and capability to respond to the requirements. In those situations where the Government determines that identical parts are available from more than one source, it will compete these acquisitions among the identified sources. A determination by the Government not to compete these proposed procurements based upon responses to this notice is solely within the discretion of the Government. Any response to this notice is due ten calendar days from the date of this publication. The applicable North American Industry Classification (NAICS) code is 334220 with a size standard of 750 employees.
