- Draft RFP Date Issued: October 21, 2010 Closing Date: November 3, 2010 Closing Time: 8:00 A.M. (Cairo Local Time) Subject: Exchange of Information with Industry to Improve the Understanding of Government Requirements and Industry Capabilities, regarding Draft Request for Proposals Number 263-11-001 -Trade Facilitation Project (TFP) The United States Agency for International Development (USAID)/Egypt is posting the subject draft Request for Proposals (RFP) pursuant to FAR 15.201(c), in an effort to promote the early exchange of information among interested parties. The draft RFP describes the Trade Facilitation Project (TFP), the objective of which is to address key constraints to improving Egypt's trade environment, focusing on reform measures to enhance trade at the border and strengthening internal trade processes. The U.S. Government anticipates awarding one CPFF term contract; the estimated period of performance is three years with an option to extend an additional year. The estimated budget is US$16 to US$ 18 million; funding estimates will be subject to availability of funds. USAID/Egypt anticipates posting the final RFP late November/early December 2010. All exchanges of information relating to this draft RFP must be submitted to Dana H. Rose and Botros Wilson at Cairoproposals@usaid.gov via email, no later than November 3, 2010 at 8:00 am (Cairo Local Time). We expect to hear concerns from industry that will enable us to identify and resolve concerns regarding the acquisition strategy, the feasibility of the requirement, the suitability of the proposal instructions and evaluation criteria, the availability of reference documents, and any other concerns. This draft RFP does not obligate USAID to finalize the solicitation, nor does it commit USAID to pay any costs incurred in the review and information exchange process. This draft RFP can be viewed and downloaded from the Internet at www.fedbizopps.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that the final RFP will be posted on the same Internet site from which you downloaded this draft RFP.
