Description
Mission and Installation Contracting Command Contracting Office - Fort Carson, Colorado, is conducting market research for the following requirement: provide Aviation Logistical Support Services for Fort Carson, Colorado, including the Army Regulation (AR) 5-9 area of responsibility and inter-service support agreements (ISSA). This includes performing services at Fort Carson and other designated locations. The Fort Carson functional proponent for the services contained in this requirement is the Directorate of Logistics (DOL). The major functional area to be performed is materiel maintenance. The contractor shall provide Fort Carson with the resources, management and administration required to plan, organize, facilitate, direct, control and perform Aviation Unit/Intermediate Maintenance (AVUM/AVIM) and limited depot level maintenance on military aircraft and components (including avionics, weapon subsystems, etc.) for the following Army aircrafts: AH-64 Apache, UH-60 Blackhawk, OH-58 Kiowa, CH-47 Chinook and UH1-Huey; and aircraft operation and aircraft recovery/aircraft on ground operations in the AR 5-9 area of responsibility. The ultimate purpose is to apply maintenance resources to boost readiness at the unit levels. The contractor shall use the Standard Army Maintenance System-Installation/Enhanced (SAMS-IE) to track and manage maintenance operations. Additionally, the contractor shall perform necessary indirect functions, such as safety, hazardous material control, storage and disposal, security, DOL facilities/equipment maintenance and housekeeping in accordance with applicable directives. The relevant inter-service support agreements (ISSA) and AR 5-9 provide an account of Fort Carson DOL responsibilities that extend beyond the installation boundaries. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 488190; small business size standard is $7.0 million. The purpose of this Sources Sought notice is for market research to determine the method of acquisition based on the availability and adequacy of potential sources prior to issuing a solicitation. The Governments determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the Contracting Officer. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. This is NOT a Request for Proposals (RFP). Responses to this announcement should include: 1) A synopsis of the contractors capabilities to perform complex, Aviation Logistical Support Services and Unit/Intermediate Maintenance (AVUM/AVIM) and limited depot level maintenance on military aircraft and components for Fort Carson; including the AR 5-9 area of responsibility and inter-service support agreements (ISSA); 2) Company size in relation to the applicable North American Industry Classification System code (NAICS) 488190, size standard $7.0 Million; 3) Commercial and Government Entity (CAGE) Code; 4) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran owned small business, or Service disabled veteran owned small business; 5) Point of Contact information to include name, email address, telephone and fax numbers; 6) Past performance information for services performed that are similar in nature in scope. Include dollar value of the contract and whether you performed work as a prime or sub-contractor. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests or requests for capability briefings will be honored as a result of this Sources Sought Notice. This information will be used only for market research purposes and will not be used as a part of proposal evaluation later. All information received will be protected and safeguarded as Acquisition/Source Selection Sensitive in accordance with FAR Part 3.104, Procurement Integrity.
