- Description
- The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. HHS intends to award a sole source award with Circular Advertising Company, Inc. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The objective of this contract is to perform all steps necessary to complete the timely printing and mailing of all Office Children Offset Employment (OCSE) issued pre-offset notices within one week of receipt. The contractor must be able to include appropriate postal bar codes on each notice. It is estimated that the number of notices will not exceed 3.5 million but could be as low as 1.5 million per year based on current legislative requirements. The contractor also must be able to comply with safeguards for the transportation, processing, and storage of the tax information in conformance with section 6103(p)(4) of the Internal Revenue Code (IRC). The period of performance is for one year and four option years. Circular Advertising Company is the only known sources for the services outlined above. Circular Advertising Company unique capabilities include being a small business that has unique specialized equipment that can print notices in various formats. The contractor has facilities located within five miles of OCSE allowing for same day delivery and security of data files. The contractor also has the ability to store 3.5 million envelopes on site, as well as the ability to process over 250,000 notices a day to meet contract requirements. The contractor is also equipped with bar coding equipment to reduce postal costs and software to ensure error free postage. Any contractors that may have the requisite qualifications to perform the work describe above, should submit a statement of capabilities with documentation supporting its ability to meet the Government’s requirements. The statement of capabilities must specifically demonstrate the following: (1) demonstrated experience in providing high volume mailing services; (2) demonstrated experience utilizing a Coding Accuracy Support System utilizing the 9 digit Postal Service Information; (3) ability to handle and safeguard tax information in conformance with section 6103(p)(4) of the Internal Revenue Code (IRC) ;(4) ability to store up to 3.5 million envelopes.
