Description
The purpose of this RFI is to conduct market research which will be used to formulate an acquisition strategy to provide Functional Support Services, Research Support Services, On-site Support and Programmatic Support Services for the Marine Corps Joint National Training Capability (JNTC) Program. TECOM serves as the Marine Corps lead for the JNTC Program that falls under the greater Department of Defense (DoD) Training Transformation (T2) Program. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified business concerns. The qualifying code for this effort is NAICS 541611 TECOM G-3 (Joint Training) working in concert with USJFCOM J-7 (Joint War Fighting Center (JWFC)), specifically the Joint National Training Capability (JNTC) Joint Management Office (JMO)), enhances USMC training programs with the integration of a series of specific joint, interagency and multi-national (JIM) context solutions to USJFCOM identified joint training shortfalls that have been identified through the accreditation of these programs. The supported USMC pre-deployment and staff training programs consist of; Marine Air Ground Task Force Training Command (MAGTF-TC), Marine Aviation Weapons & Tactics Squadron One (MAWTS-1), MAGTF Staff Training Program (MSTP), Mountain Warfare Training Center (MWTC), and Marine Corps Tactics & Operations Group (MCTOG). TECOM G-3 Joint Training requirement will require Contractor support with the: (1) Capability to provide on-site functional and programmatic support to CG TECOM and Head, G-3 Joint Training in the design and implementation of T2 initiatives, specifically the USMC JNTC program at Quantico, VA; (2) Capability to provide on-site liaison for all JNTC coordination between TECOM and the United States Joint Forces Command ™s Joint War Fighting Center at Suffolk, VA; (3) Capability to provide input and assistance into training analysis, evaluations, and reviews related to T2 requirements; (4) Capability to fully understand the T2 program and its three pillars of JNTC, Joint Knowledge Development and Distribution Capability (JKDDC), and the Joint Assessment Enabling Capability (JAEC); (5) Capability to provide support in the development of processes to tie-in Marine Corps Training and Readiness (T&R) Manuals, Mission Performance Steps (MPSs), and Individual Training Standards (ITSs); (6) Capability to support the Marine Corps in leading Component Interoperability Training; (7) Capability to provide support to Marine Corps Plans, Policy, & Operations (PP&O) and Marine Forces (MARFORs); (8) Capability to update existing TECOM, Marine Corps, and Joint directives and processes (familiar and proficient with Marine Corps Action Tracking System (MCATS); (9) And capability to provide subject matter expertise concerning Pre-deployment training program (PTPs) at USMC training programs and Interagency training (to include Provincial Reconstruction Teams (PRTs) and DoS/Coordinator for Reconstruction and Stabilization (S/CRS)). Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Link to the respondent ™s General Services Administration (GSA) schedule and/or Seaport-e IDIQ, or attached file of same, if applicable; (3) Commercial labor categories and rates used by respondents for similar services; (4) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (6) other material relevant to establishing core competencies of the firm.
