- Lease Space to the U.S. FEDERAL GOVERNMENT In Norfolk, Virginia COMPETING AN EXISTING LOCATION The United States Government currently occupies office and related space in a building under lease in Norfolk, Virginia, that will be expiring. The Government is seeking to lease approximately 21,500 ANSI/BOMA office area square feet of contiguous space for use by the federal tenant for personnel, furnishings, and equipment, within the delineated area listed below. The Government also requires 135 surface parking spaces to be designated for use by the United States Government. The lease term requirement is for ten years, five years firm term with termination rights after the fifth full year of occupancy. The space must be available for occupancy by October 11, 2011. Other applicable requirements include: - 135 reserved parking spaces as stated above - Security - this leasing action must fully comply with the Unified Facilities Criteria DoD Minimum Antiterrorism Standards for Buildings (UFC 4-010-01) The Government is interested in considering an alternative space solution if deemed economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. This is not a request for competitive proposals. Submissions by other than the owner or manager of a property must be accompanied by a letter from the owner granting permission to make a general offering of the space. Delineated Area: Western Boundary: From the intersection of Little Creed Road (RT170) and Hampton Boulevard (RT337) south to the Elizabeth River, down the Elizabeth River and Southern Branch to I-64. Southern Boundary: Interstate 64 (I-64) to Battlefield Boulevard (RT168), south on Battlefield Boulevard to Kempsville Road (RT190), North on to Kempsville Road to Indian River Road (RT603), direct line east over to the intersection of Ships Corner Road (RT633) and London Bridge Road (RT632). Eastern Boundary: North on London Bridge Road (RT632) to Virginia Beach Road (RT44). Northern Boundary: West on Virginia Beach Road (RT44) to Interstate 64 (I-64), North on I-64 to Little Creek Road (RT170), Little Creek Road to Hampton Boulevard. Indicate whether or not the quoted rental rate includes an amount for tenant improvements and state the amount, if any. - Date of space availability. - Method of rental space measurement. - Building ownership information. - Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any). - Energy efficiency and renewable energy features existing within the building. - List of building services provided. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
