- This is a SOURCES SOUGHT synopsis to request information for Government planning purposes only. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. The Government is not committed to issue a solicitation or award a contract as a result of this announcement. TACOM Contracting Center is seeking qualified and capable potential vendors. If we do go forward with a procurement, it may be set-aside for small businesses or service-disabled veteran owned small businesses, if sufficient qualified and capable offerors are present in either of these categories. Since this is a sources-sought synopsis and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. The Government tentatively plans to award one Firm-Fixed Price Level of Effort contract for services, with a base year and four option years. The primary NAICS code is 541330 and the estimated value for the full term of the contract, including all four options, is $75M. The Government is determining whether to issue a solicitation, which would result in a best-value award. The Source Selection process would be conducted in accordance with FAR 15.3 and DFARS 215.3, Source Selection. Evaluation factors we are considering include, but are not necessarily limited to: Technical (experience, capability, management approach and practices), Past Performance, and Price/Cost. As noted above, no solicitation currently exists, and it is possible that none will be issued. Robotic Systems Joint Project Office (RS JPO) is seeking approximately 80-100 Full Time Equivalents (FTEs) in support of their global mission. Their platforms are designed to identify and neutralize road-side bombs, Improvised Explosive Devices (IEDs), and/or anti-personnel mines. The required support would be provided both in CONUS and OCONUS, with approximately half located CONUS at the various U.S. Army Forces Command (FORSCOM) sights and at the RS JPO Joint Robotics Repair and Fielding Activity (JRRF) at Selfridge Air National Guard Base, with the other half being OCONUS with the majority being located in Afghanistan and an estimated 3 in Iraq. The required support would include Technical Trainers, Robotic Technicians, and Liaison/Action Officers. All FTEs under the proposed contract would be required to be US citizens, and to obtain and maintain a SECRET security clearance. Technical Trainers participate in the analysis, design, development and facilitation of training efforts and integrate industry best practices. These trainers (i) focus on training programs that will increase the performance of individuals and units served; (ii) develop and implement organizational training services; and (iii) report on training-program effectiveness. Trainers would be responsible for updating and conducting the Joint Robotics Repair and Fielding Activity (JRRF) training requirements to include the Robot Maintenance and Repair Course, Mobile Training Teams (MTT), and New Equipment Training (NET). Approximately 45% of the FTEs will be Technical Trainers. Robotic Technicians must be knowledgeable in the electrical, electronic, mechanical, and hydraulic operation, maintenance, and repair actions of militarized robotic platforms, including but not limited to FasTac, MARCbot, TALON, Mini EOD. Each individual technician must be familiar with (i) all aspects of operation and maintenance of the robotic platforms under his/her area of responsibility and (ii) the supply interfaces into the RS JPO warehouse database called COLTS (Catalog Ordering and Logistics Tracking System). Individual technicians work to ensure all robotic systems are fully operational and maintained to meet operational needs of U.S. military forces. Technicians will maintain records of all maintenance and supply actions utilizing the COLTS system within the RS JPO, and will maintain accountability of all support equipment that is used. Approximately 45% of the FTEs will be Robotic Technicians. An estimated half of the total Technicians will be located CONUS at the various Army FORSCOM locations and at RS JPO JRRF at Selfridge Air National Guard Base, with the other half being OCONUS with the majority being located in Afghanistan and an estimated 3 in Iraq. Liaison/Action Officers serve as a Robotic Systems Joint Project Office (RS JPO) Liaison/Action Officer to the US Army Infantry Soldier Requirements Division for assigned robotic materiel system requirements determination. Working within the framework of the Joint Capabilities Integration and Development System (JCIDS), the Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3170, the Army Capabilities Development System (CIDS), the Training and Doctrine Command (TRADOC) Regulation 71-20, and the DoD Life Cycle System for Materiel Management, the candidate applies an expert knowledge of the full array of battlefield and peacetime materiel requirements; a technical understanding of the full DoD process by which items of equipment and materiel systems are justified, documented, procured, and fielded; a general technical understanding of robotic systems; and detailed knowledge of the Armys Infantry Combat capabilities to meet existing Army battlefield requirements while anticipating future solutions. The required support will provide guidance, direction, and viable courses of action to superiors concerning Infantry Combat Capabilities Development and Integration in regards to materiel needs for the robotic systems and their payloads. In addition, will work actions related to bringing items into the Army inventory, long range planning, safety, cost effectiveness, environmental impacts, and Integrated Logistics Support (ILS). The required support will also conduct comprehensive coordination with TRADOC integrating centers, Headquarters TRADOC, Headquarters Department of the Army, and other services regarding equipment performance characteristics, milestone schedules, funding streams, and distribution issues. Approximately 10% of the FTEs will be Liaison/Action Officers. If your company would be capable of performing a scope of work of the type summarized above, we encourage you to respond to this announcement with a statement of your qualifications and capability. In order to do so, you need to provide: -Name and address of the firm -DUNS number and CAGE Code (valid Central Contractor Registration (CCR) is MANDATORY) -Your Firms Point of Contact (name, phone number, and email address) -A statement of your companys small business status (including Service-Disabled veteran owned, if applicable) -A summary of your companys expertise in technical training -A summary of your companys expertise in robotics maintenance -A summary/description of your approach and capacity to provide staffing in the range of 80-100 FTEs with the technical training and robotics expertise outlined above (include whether you are capable of providing personnel who either already have or can obtain and maintain SECRET security clearances) Statements of your firms expertise should include reference to relevant contracts performed within the past three years (including a description of the scope, number of FTEs utilized, contract number, and point of contact with phone number). Responses to this sources sought are to be done in Microsoft Word and are limited to 15 pages, text in Times New Roman 12pt, and with one inch margins. The Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. Pursuant to this statute, the Government is willing to accept any proprietary (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) proprietary with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as proprietary may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the proprietary legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends proprietary portion begins: and proprietary portion ends.
