Description
Provide Clarification to the Statement of Work This modification is issued to provide clarification to the Statement of Work and to extend the Quotation Due Date from the close of Business on October 18, 2010 to the close of business on Friday, October 22, 2010. This is a combined synopsis/solicitaion for commercial items prepared in accordance with the Format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Solicitation number HSCG3706-Q-SPW41 is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation shall not be issued. Quotation must be valid for a period of 120 days from the date of submission. The U.S. Coast Guard has identified the following buildings that require Carpet, Cove Base and VCT replacement. The Coast Guard has purchased the Lee's Mohawk 24X24 Carpet Squares, 4" Burke Cove Base, and Armstrong brand "Arteffects" #57208 Saxon Blue tile, 12"x12"x1/8" Vinyl Composite Tile (VCT) Reflected in Government Furnished Material, paragraph VI. The period of performance for this contract is October 25, 2010 through December 17, 2010. The place of performance for this contract is at the United States Coast Guard Base Terminal Island, 1001 S. Seaside Avenue, San Pedro, CA 90731. This requirement is set aside for Small Business with a NIACS Code 238330. The objective of this requirements is to remove and replace the Carpet, Vinyl Composite Tile (VCT), Cove Base and Transition Strip in 10 Buildings located at US Coast Guard Base Terminal Island. In particular The Contractor must provide all labor, material and equipment and perform all requirements as specified in the attached Statement of Work entitled, For carpet, Vinyl Composite Tile (VCT) and Cove Base Replacement in Multiple Facilities at U.S. Coast Guard Base San Pedro. In particular, the following ten (10) line items: 1) BSU Engineering Building #10: Remove existing carpet and install an estimated 1969 sq. ft. of Carpet squares, 252 linear ft of Cove Base, 205 square ft VCT and 48 feet of transition strip. 2) SECTOR Engineering Building #11: Remove existing carpet and install an estimated 950 sq. ft. of Carpet squares, 625 linear ft of Cove Base, 875 square ft VCT and 54 linear feet of transition strip. 3) SECTOR Command Building #20: Remove existing carpet and install an estimated 17,438 sq. ft. of Carpet squares, 6,550 linear ft of Cove Base, 5,675 square ft VCT and 356 feet of transition strip. 4) SECTOR Supply Offices in Building #21: Remove existing carpet and install an estimated 776 sq. ft. of Carpet squares and 204 linear ft of Cove Base. 5) ANT/North End Building #22: Remove existing carpet and install an estimated 765 sq. ft. of Carpet squares and 450 linear ft of Cove Base. 6) BSU Command Staff Building #24: Remove existing carpet and install an estimated 1040 sq. ft. of Carpet squares and 290 linear ft of Cove Base. 7) PSU Staff Reserve Building #34: Remove existing carpet and install an estimated 1992 sq. ft. of Carpet squares, 642 linear ft of Cove Base, 630 square ft VCT and 60 feet of transition strip. 8) PSU Command Staff Building #37: Remove existing carpet and install an estimated 1065 sq. ft. of Carpet squares, 320 linear ft of Cove Base, 56 square ft of VCT and 10 ft. of transition strips. 9) Work Life Building #38: Remove existing carpet and install an estimated 2315 sq. ft. of Carpet squares, 722 linear ft of Cove Base, 205 square ft of VCT and 20 ft of transition strips. 10) Coast Guard Auxiliary Building #39: Remove existing carpet and install an estimated 2010 sq. ft. of Carpet squares, 590 linear ft of cove base, 175 square ft of VCT and 24 ft of transition strips. The Coast Guard intends and reserves the right to award part of or all of the requirements identified herein. An award may be issued for each of the ten building requirements identified herein. The Coast Guard may award the first 7 building requirements in the month of October 2010. The balance of the three building requirements may or may not be awarded. All applicable general requirements and specifications documents are attached. The contractor shll perform all work as defined in the statement of work, tecnical specification and drawings. A pre-quote conference is scheduled for October 8, 2010 at 11:00 AM at the Engineering Building #10, to allow prospective contractors the opportunity to review worksite and the scope of work. All prospective contractors intending to submit a quotation should be present for this Pre-Quote Conference. Within two days of the scheduled Pre-Quote Conference, the prospective contractors planning to attend, shall provide the names of the personnel to the COTR for coordination with the Front Gate Security. Email the names of all contractor attendees to Len.Ringel@uscg.mil to gain access to the Coast Guard base. All prospective contractor representatives shall have available and provide to the Security proper valid identification, vehicle registration and current insurance. Quotes shall be evaluated based upon a "Lowest Price Tecnically Acceptable" basis. Prevailing Wage Rates and the Walsh-Healy Contract Act applies to this Solicitaion and subsequent resulting contract. The solicitation documents, incroporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-37.
