- NASA/JSA intends to procure critical hardware from S. P. Korolev Rocket and SpaceCorporation Energia (RSC Energia), a Russian aerospace contractor, for critical hardwarefrom the consumables list in the current contract, NNJ06GA16C, (filters, urine valveblocks, pre-treat tanks, and Solid Waste Containers) to maintain the Russian designedwaste and hygiene compartment (ACY) located onboard the International Space Station(ISS), and additional hardware and services to support ISS integration and operations,including upgrades to the Russian Segment Trainer (RST). RSC-E has been performing the current contract, NNJ06GA16C, in support of theInternational Space Station (ISS) since August 6, 2006. NASA intends to issuemodifications to an existing contract with RSC-Energia to procure these consumables andsupport to meet requirements through June 30, 2016. These acquisitions will provide NASAthe capability to support maintenance of the ACY and support integration and operationsonboard the ISS.The ACY mechanisms were designed and manufactured by RSC-Energia. As such, RSC-Energiais the only company that has the proprietary drawings and special tooling required formanufacture of the critical hardware required to maintain the ACY. RSC-Energia is,therefore, considered uniquely qualified to provide these consumables.RSC-Energia designed and maintained the RST hardware and software. As such, RSC-Energiais the only company that has the ability to provide upgrades and maintenance to the RST.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon, November 1, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed. See NASA Specific Note 'B'.
