Document outlines LMR Testing areas for Demonstration Day Document outlines nature of the Land Mobile Radio (LMR) Capability Demonstration TSA Office of Acquisition / FedBizOpps Notification Date: 10/14/2010 Action: Special Notice Classification Code: 58 - Communication, detection and coherent radiation equipment NAICS Code: 334 - Computer and electronic product manufacturing / 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing Competitive or Single Source: Original Equipment Manufacturers Only The Department of Homeland Security, Transportation Security Administration (TSA) is announcing that it will be conducting a series of Industry Days / Demonstration Days for Market Research purposes ONLY. This notice does not constitute and may not result in a Request for Proposal. In accordance with DHS Management Directive 4300A, TSA intends to encrypt radio communication traffic at operational locations by utilizing OTAR, Tactical-OTAR and manual rekeying methods. TSA requires that all its newly procured, handheld radios shall be fully compatible with existing equipment and accessories that are deployed in the field. These hand-held radios will improve existing communications capabilities and have the ability to be utilized in any "Over-the-Air-Rekeying" (OTAR) scenario. The radios shall be portable (handheld) in nature. The units must be able to perform all OTAR activities in conjunction with the existing TSA land mobile radio (LMR) inventory of approximately 8,600 Motorola handheld radios and repeaters. The optimal solution utilizes the current LMR inventory, improves operational readiness and implements an encrypted radio communications solution. TSA invites major radio manufacturers [Original Equipment Manufacturers -- OEMs ] ONLY to demonstrate their product offerings to TSA subject and program experts at TSA Headquarters in Arlington, VA during the week of October 25 through October 29, 2010. Each vendor will be provided 45 minutes to demonstrate their product offerings to the Government and another 20 minutes to respond to questions. The demonstration must address the specified capability requirements. Support documentation must validate the approach to addressing the requirements and present support information. The support documentation shall be no more than 10 pages, double-spaced, 12-point font. Please see the attached LMR Capability Demonstration Document and Test Plan for additional information on demonstration requirements. Please note that your firm's attendance at an Industry Day / Demonstration Day is not mandatory but it is highly encouraged. If you plan to attend, please notify the TSA point of contact listed herein as soon as possible via email and no later than 5:00 PM on Wednesday, October 20, 2010. Interested parties must make an appointment for their demonstration session and attend their respective Industry Day in person. Each firm is limited to two (2) attendees. No phone number will be provided for call-in participation. TSA Headquarters is located at 601 South 12th St in Arlington VA, directly across from the Fashion Center at Pentagon City. Please arrive at least 20 minutes prior to the start of your demonstration time to 601 South 12th St. Street parking is extremely limited and garage parking runs anywhere from $2-$4 per hour so Metro is highly encouraged. Proceed to the Visitor's Center at 601 South 12th St to check in. TSA Security will log in all visitors and issue temporary badges. This process can cause delays so interested parties are encouraged to arrive early. Visitors will be escorted to the meeting room by a member of TSA's staff. Visitors are cautioned that they must be escorted at all times by a member of TSA's staff while in TSA spaces. Failure to abide by TSA's visitor procedures may result in expulsion from TSA spaces.
