- Questions 1) A) In the Register of wage determination under the service contract act for Mississippi etc just released in FBO, it has the following: 12130: Medical Laboratory Technician $13.98 12280: Phlebotomist $13.52 30210: Laboratory Technician $18.70 I did not find Medical Technologist which is one of the positions in this solicitation. Which of the listing in the Wage determination correspond to Medical Technologist in this solicitation? B) Page 44 of 50 of this solicitation has the following: 12130: Medical Technologist $25.35 12130: Medical Lab Tech $15.42 12130: Medical Phlebotomists $15.42 These are different from the rates in the wage determination. Are these based off the amount the contract personnel presently working there are currently being paid? If not, which of the rates should we go by? A: We are using the code and prices in the solicitation however, use your own calculations to determine a fair quote. There will be an amendment to change the code on the Phlebotomist, it should be 12280. 2) According to Performance Work Statement (PWS) page 24 of 30, 1FTE is 2080 (1880 productive, 89 holidays and 120 paid time off e.g. vacation, sick leave etc). But, on solicitation, 1FTE is 1769. Which do you want us to us? A: Use the hours in the solicitation. 3) According to PWS page 8 of 30 (1.8.5), There is no overtime. You work on holiday, you get time off. But solicitation has overtime hours. A) Which is correct?; B) If Solicitation is correct, do we use a time and one half for the overtime? A: Overtime is not schedule but there is a probability that it may happen. 4) On the solicitation, there is travel amount of $120,000.00 and $15,000.00 for nos 007 and 0012 respectively. What is this intended for, and is it going to be standard for all bidders? A: The amounts will not be exceeded...the maximum that will be paid. Amount will be monitored. 5) Page 24 of 50,11e: Offeror are encouraged to submit multiple offers presenting alternative terms and conditions for satisfying the requirement of this solicitation - each will be evaluated separately. Does this mean I can submit more than one offer for this same solicitation to increase my chances of getting the contract? A: Yes 6) If my company is not in Contractor Performance Assessment Reporting System (CPARS) yet but I we are teaming with a company already in the CPARS, will their CPARS report be considered towards my solicitation? A: NO 7) How do I get past performance questionnaire that I can use in place of the CPARS? A: Information will be requested at another stage of the process. You may provided past performance references. 8) Does the contractor or the Blood Bank Element Chief create and control the work schedule of employee? A: Yes 2) Do all positions have to cover all hours between 4:00am and 12:00am? If so 2 Medical Technologist and 2 Phlebotomist is not enough 3) Is there 14 or 16 FTE Medical Lab Techs? According to the PWS there is 14 and according to section B there should be 16 A: 16 4) Can you tell us how long each incumbent employee has worked under the contract there? A: No 5) How long has this contract been in place? A: One contract for 5+ years the other for 2+ years, but these were replacement for other contracts. 6) When there is a planned/unplanned absence, do we need to provide back up providers? A: Possibly, it depends on the length of the absence. 7) According to the "INSTRUCTIONS TO OFFERORS -COMMERCIAL ITEMS" section b(4) request a "technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation." What should be included in this description and how will it be evaluated since it is not listed as one of the two evaluation factors on page 26 of 50? A: It states products literature, or other documents, if necessary.
