Description
This requirement is for the Maintenance and Overhaul (M&O) of the subject item for the UH-60 aircraft. No surplus parts shall be used or applied. Servo Cylinder INPUT NSN: 1650-01-125-5430 Servo Cylinder INPUT P/N: 2227000-13 Servo Cylinder INPUT NSN: 1650-01-305-6954 Servo Cylinder INPUT P/N: 2227000-17 Servo Cylinder OUTPUT NSN: 1650-01-305-6954 Servo Cylinder OUTPUT P/N: 2227000-17 The proposed contractual action will be for a 5 year, firm fixed price M&O IDIQ type contract, with a minimum quantity of 150 and a maximum quantity of 1,128 each UH-60 SERVO CYLINDER. This includes FMS quantity of 188 each. The contractor shall furnish all depot level labor, facilities, tools, test equipment and materials for the overhaul. This is a Critical Safety Item with a Depot Maintenance Work Requirement (DMWR) package 1-1650-384, dated 15 July 2005. This item is restricted to approved sources only. This is not a commercial item. Authority cited is 10 U.S.C. 2304(c) (1) FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy this agencys requirement. The required production schedule to meet current and forecasted requirements is 15 per month for the Servo Cylinder; NSN 1650-01-305-6954. Depot Maintenance Work Requirement (DMWR) 1-1650-384 and all associated Maintenance Engineer Orders (MEOs) are adequate and available to support the overhaul of the subject item. However, this item has been identified as a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, national defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSIs can only be awarded to a source approved by the head of the design control activity. The only approved sources for this requirement are Sikorsky Aircraft Corporation (CAGE 78286) 6900 Main Street, Stratford, CT 06614-1385; Fabritech Inc. (CAGE 0TLW4) 1145 E Airline Drive, Ease Alton, IL 62024-2283; and Parker Hannifin Corporation (CAGE 59211) 14300 Alton Parkway, Irvine, CA 92618-1814. Any competing contractor could not be familiar with the total design parameters, specific parts requirements and test processes etc., for the Servo Cylinder. Submit request(s) for source approval to: Commander, U.S. Army Aviation and Missile Command, ATTN: AMSAM-MMC-AV-S, Building 5309, Redstone Arsenal, AL 35898-5280. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective Embassies. No telephone requests for solicitation will be accepted.
