- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and following Contracting by Negotiation Procedures in FAR Part 15 and FAR Subpart 19.805, Competitive 8(a). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.The US Department of the Interior, National Business Center, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D11PS18476 as a Request for Proposals (RFP) on behalf of the Task Force for Business and Stability Operations (TFBSO), Banking and Finance Networks (B&FN) under the Department of Defense. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-46.The associated North American Industrial Classification System (NAICS) code for this procurement is 541511, Custom Computer Programming Services, with a small business size standard of $25.3M. The Product Service Code for this procurement is R302, ADP Systems Development and Programming.AQD will use procedures that provide for issuance of the order on the basis of Full and Open Competition after Exclusion of Sources that are authorized by Federal Acquisition Regulation (FAR) in Subpart 6.2. The contract will provide contractor support services for the TFBSO Banking and Financial Infrastructure Development in Afghanistan/Iraq.The order shall be a Time-and-Materials (T&M) type of contract. The Period of Performance is a Base Period of 12 months from the date of award with two 12-month Option Periods. Place of performance and acceptance shall be at the Contractor's site in Afghanistan/Iraq. GENERAL INSTRUCTIONS FOR SUBMISSIONOfferors must submit their Technical and Price Proposals in separate volumes [see the instructions under 52.212-1 -- Instructions to Offerors - Commercial Items (Jun 2008)], electronically, via email to the Contract Specialist, at Dinah.Sison@aqd.nbc.gov by the closing date of November 03, 2010 by 1:30 P.M. Eastern Time (ET). Offerors are advised that failure to submit a response by this date and time may result in their proposal not being considered.NOTE: Due to email server limitations, please limit the size of each email with attachments to 10MB. The Acquisition Services Directorate will answer questions which may affect offers in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all responsible offerors.
