- The U.S. Army RDECOM Contracting Center, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD 21005 intends to initiate a procurement for Remedial Action Operation (RAO) and Optimization services at Aberdeen Proving Ground, Maryland. The desired method of procurement is a Firm Fixed Price Remediation (FFPR) approach under a Performance-Based Acquisition (PBA). The work is at the follwing six sites: 1) AAOA08: Other Aberdeen Areas GW Sites, 2) EACC4A: East Area CC Aquifer Cluster 4A-A, 3) EAGQ02-D: Surficial Aquifer Cluster 2, 4)EANS01-A: Unconfined Groundwater, 5) EAOF01: Old O-Field GWTS-OU1 and 6)EAOF02: Old O-Field Source Area. NOTE: EA=Edgewood Area, AA=Aberdeen Area. This announcement is in lieu of previous announcements under solicitation number W91ZLK-10-R-0013 for identical services. Any and all future announcements for this requirement will be made under Solicitation Number W91ZLK-11-R-0001. The applicable NAICS code is 562910 with a size standard of 500 employees. The acquisition will be a best value, negotiated procurement performed using FAR Part 12 and 15 procedures. The period of performance will be for up to 10 years from the date of award. Proposals will be evaluated on their merit based on the following preliminary factors: I. Technical (Subfactors: Understanding of the Work, Exit/Ramp-Down Stragegy, Risk Management Approach, Sustainable Practices), II. Management (Subfactors: Detailed Project Schedule, Qualification of Personnel, Key Personnel Available, Experience, Education, Project Team Roles and Responsibilities), III. Past Performance/Risk, IV. Small Business Participation, and V. Price. Price is significantly less important than the other factors. One of the key goals of this acquisition is to minimize the Army's life-cycle costs by rewarding innovation. The Government may award a contract on the basis of initial proposals received without discussions; therefore each proposal should contain the best terms. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA)website at https://orca.bpn.gov. RFP No. W91ZLK-11-R-0001 will be available on or about 15 October 2010 and proposals will likely be due 45 days from issuance of the RFP. The official media of distribution of the RFP is the web. Hard copies will not be available. This procurement will be full and open with Unrestricted competition. A site visit is currently scheduled to take place on 09 November 2010, details to be provided within the solicitation. Each company is restricted to no more than 3 attendees. DVD-ROMs containing prior reports and documents from work performed at these sites will be provided at the site visit only.
