- USAID/PHILIPPINES SOL-492-11-000001 Pre-Solicitation Notice Philippine Education Sector Assessment The United States Government, represented by the United States Agency for International Development (USAID) in the Philippines, intends to issue a solicitation for proposal for an assessment of the Philippine education sector. The assessment will inform USAID/Philippines' approach in the education sector, and is being done through the Bilateral Assistance Agreement for Education Programs between the United States and the Philippines. USAID/Philippines anticipates awarding a fixed price contract to be completed over a period of three (3) months, estimated to begin on or about December 1, 2010. The assessment shall cover all sub-sectors of education, both formal and informal: basic education (early childhood; primary education; secondary education; alternative learning systems for out-of-school children and youth; literacy training for adults; education for those with special needs; madrassah education); higher education; technical-vocational education and training; professional development; education governance; and education finance. Special consideration should be given to the Autonomous Region in Muslim Mindanao where needs are among the greatest in the country. The major objective of the assessment is to provide a framework that consolidates the many different studies and data on the above-mentioned sub-sectors and presents: a holistic, comprehensive picture of the sector which covers key performance indicators of quality and access; the legal and policy framework; an inventory of the various programs and initiatives and their outcomes; best practices both national and sub-national; and insights from key education stakeholders on issues, concerns and challenges. The assessment will identify priority areas, including possible areas of policy and program intervention, especially as regards the poorest performing and most neglected sub-sectors and geographical areas. The assessment will require secondary data analysis, content analysis of documents, as well as key informant interviews of education stakeholders. In addition, the contractor will organize a multi-sectoral stakeholders' forum where the results of the assessment shall be validated. The forum outputs will then be incorporated into the final report. The contractor will field a team of social science researchers, well-versed in assessments and evaluations, with preference for prior experience in working on the education sector. The team leader should have a strong background in organizing and leading similar activities. The team leader shall be assisted by a deputy team leader and five researchers representing a good mix of sub-sector specialists. At a minimum, the core team should all have master's degrees in the social sciences with 5-10 years experience in conducting similar analytical work in the education sector. USAID will issue a Request for Proposal (RFP). The RFP is projected to be issued several weeks from this notice. Please do not consider this announcement an RFP, and do not submit your proposals until the formal RFP is posted in the FedBizOpps website: http://www.FedBizOpps.gov. Award of the contract shall be made subject to the availability of funds. This notice is in no way obligates USAID to award a contract nor does it commit the U.S. Government to pay any cost incurred in the preparation and submission of the proposals.
