Description
The Department of Justice, Bureau of Alcohol, Tobacco, Firearms & Explosives is issuing this Request for Information in response to a requirement for the renewal of State Laws and Published Ordinances – Firearms ATF P 5300.5. The Government is gathering information for this requirement. Specifics are included within the Statement of Work. All interested sources are encouraged to submit company and product literature, references, and other pertinent information for the Government’s consideration with regards to every requirement listed within the Statement of Work. Below are the specific details the Government is requesting for each possible candidate. Statement of Work State Laws and Published Ordinances – Firearms ATF P 5300.5 Part I. Scope Using legal databases, Contractor shall identify amendments and new statutes or ordinances enacted during the most recently completed legislative sessions of all United States jurisdictions, that is relevant to the effective administration of the Gun Control Act of 1968, as set forth in the relevancy criteria of ATF P 5300.5. Part II. Work Requirements The contractor shall research and update: laws that prohibit the sale, possession, or receipt of any type of firearm, or allow any exception to the prohibitions; laws that prohibit the sale, possession, or receipt of any type of firearm to or by any of a particular class of persons (e.g., convicted felons, fugitives from justice, illegal aliens, mental incompetents, unlawful drug users, and addicts); laws that restrict the sale, possession, or receipt of certain firearms, such as destructive devices (e.g., grenades or other explosive or incendiary devices), fully automatic weapons, short-barreled rifles and shotguns, or silencers; laws requiring waiting period or notifications to law enforcement officials before weapons may be delivered to purchasers; laws that require a permit, license, or a state/local identification card before a weapon may be sold or delivered to a purchaser or recipient; laws that restrict the age at which it is lawful for a person to purchase or receive a firearm; laws that restrict the sale or transfer of firearms (e.g., requirements for a state or local license to sell firearms, or record keeping or notice imposed as a condition of lawful sale of firearms); laws requiring proper storage or safety equipment for firearms; and laws regulating gun shows/flea markets. Part III. Methodology Research for the project will be conducted using the Internet and computerized legal databases. Following the completion of the legislative sessions of the U.S. jurisdictions Contractor shall conduct searches of on-line legal research databases to identify amendments and new statutes or ordinances that were enacted which meet ATF's relevancy criteria. Part IV. Schedule of Deliverables The Contractor shall undertake the following tasks. At the completion of each task, they will submit an invoice covering the work performed for that task. Payment for that task will be made once the Government accepts and approves each task as performed. Task one - Submit updated firearm laws for five states, Guam and the District of Columbia for initial review by the ATF. Task two - Submit updated firearms laws for 10 states or territories for initial review by the ATF. Task three - Submit updated firearm laws for 10 states or territories for initial review by the ATF. Task four - Submit updated firearm laws for 10 states or territories for initial review by the ATF. Task five - Submit updated firearm laws for 10 states or territories for initial review by the ATF. Task six - Submit updated firearm laws for all remaining states and territories for initial review by the ATF. Task seven - Submit final draft document in format prescribed by the ATF. Questions: Besides providing responses to the statement of work please address the following questions. Does contractor have experience and expertise in the legal and technical aspects of researching, analyzing proposed legislation and regulations and their effects on state and local firearm laws? Has contractor had previous requirements in which legal research and the updating of state and local firearms laws were performed? Does contract have computerized legal databases to conduct the research to identify amendments and new statutes or ordinances that are enacted to meet ATF P 5300.5 relevancy criteria? This request for information (RFI) will enable the ATF to assess the interest, experiences, capabilities, and strategies of various companies available to support this requirement. This “sources sought” synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
