- The Department of Justice, Bureau of Alcohol, Tobacco, Firearms & Explosives is issuing this Request for Information in response to a requirement for the renewal of Federal Firearms Regulations Reference Guide. The Government is gathering information for this requirement. Specifics include within the second Statement of Work. All interested sources are encouraged to submit company and product literature, references, and other pertinent information for the Government’s consideration. Below are the specific details the Government is requesting for each possible candidate. Statement of Work A. Background information ATF publishes periodically a Federal Firearms Regulations Reference Guide. This publication is used by both ATF and the regulated firearms industry. The publication contains Federal firearms laws and regulations, ATF rulings and industry circulars and a question and answer section. B. Purpose To update the Federal Firearms Regulations Reference Guide to reflect all current Federal firearms laws and regulations. Revise and update all other sections of the publication based on the current laws, regulations and ATF policy. C. Requirements Identify all amendments to Federal firearms laws and update the publication to include all amendments since September 2005. Identify all amendments to Federal firearms regulations and update the publication to include all amendments since September 2005. Review all ATF Industry Circulars, Procedures and Rulings related to firearms and determine which ones should be included in the publication. Update the general information and question and answer sections of the publication based on the amendments to law and regulation since September 2005. Create a cross-reference index for the publication. D. Government Responsibilities ATF will furnish copies of any documents related to the requirement subjects requested by the contractor. E. Reporting Requirements The contractor shall apprise ATF of any problems throughout the contract life as they transpire. The contractor shall supply biweekly status reports to ATF identifying work accomplished during the period, work planned for the next period, and any problems resolved. It shall be the responsibility of the contractor and ATF to identify and agree upon specific objectives and goals for the next period and to modify those plans if modifications are required. The contractor will provide a draft of the document by a specified date (to be determined upon the awarding of contract). The contractor will address and incorporate if applicable all comments and changes, and redeliver the publication to the government by a specified date (to be determined upon awarding of contract). F. Acceptance Criteria ATF will review the completed document for accuracy and content. Questions include: Does contractor have experience and expertise in the legal and technical aspects of researching, analyzing proposed legislation and regulations and their effects on state and local firearm laws? Has contractor had previous requirements in which legal research and the updating of state and local firearms laws were performed? Does contract have computerized legal databases to conduct the research to identify amendments and new statutes or ordinances that are enacted to meet ATF P 5300.5 relevancy criteria? This request for information (RFI) will enable the ATF to assess the interest, experiences, capabilities, and strategies of various companies available to support this requirement. This “sources sought” synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
