- This is a sources sought synopsis and is not a solicitation announcement. This is a notice for sources sought information only. This is not a request for proposal or invitation for bid. There is no bid package, solicitation, specification or drawings available with this announcement. It does not constitute a procurement commitment by the US Army, implied or otherwise. No contract will be awarded from this sources sought announcement. Response is strictly voluntary; No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. The government shall not be liable for or suffer any consequential damages for any improper identified information. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified firms relative to the North American Industry Classification Code (NAICS) 561730. This announcement is on an unrestricted base. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The National Capital Region Contracting Center, anticipates a future procurement to provide the following for Arlington National Cemetery: Turf and General Grounds Care to include mowing and trimming over 562 acres, supplying 80,000 square yards of state-certified turf grass sod, installing the sod, refilling over 7,000 graves and leveling other areas, removing trash and debris from over 562 acres, removing floral arrangements and other grave decorations throughout 70 burial sections, removing leaves several times annually throughout 562 heavily-treed acres, removing snow and ice from walks/plazas/steps throughout a one square mile area, cleaning outdoor viewing areas prior to high-level ceremonies, and maintaining the appearance of new gravesites; also specialized turf care on over 562 acres of turf to include spray and granular application for turf weeds, insects and disease, irrigation of turf, adjustment and repair of irrigation heads, preparation and hydro-seeding of both large areas and individual graves, application of fertilizer and other amendments to turf, core aeration, and 50 acres of turf renovation to include dethatching, slit-seeding, and dragging with a harrow. Pest control will require state-certified or Department of Defense certified pest control applicators (not registered technicians). Arlington National Cemetery is a national treasure, a place where valor rests. More than four million people visit the Cemetery annually, many coming to pay final respects at graveside services, of which nearly 100 are conducted each week, Monday through Friday. In an area of approximately 624 acres there are no less than 562 acres of developed turf and grounds containing over 235,000 headstones marking gravesites and memorials. Arlington National Cemetery is divided into specialty areas and 70 burial sections, with some sections in the southeast portion of the cemetery reserved for future expansion. Arlington National Cemetery is administered by the Department of the Army. Responses are requested with the following information, which shall not exceed a total of fifteen (15) pages: 1. Offerors name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a) or Women Owned shall be indicated on first page of submission. 3. Comments regarding experience with bonding/insurance/offsets/incentives/ penalties or other arrangements for repair of damages to headstones and other cemetery property are requested. 4. Description of capability to perform the proposed services, manage subcontractors, prepare and comply with various environmental requirements, and capacity to execute maintenance on the scale and historical significance of a national landmark such as Arlington National Cemetery. 5. Past performance/experience on projects of similar scope and magnitude and historical significance, describing no more than five (5) maintenance efforts. The past performance information should include title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). 6. Contractor personnel will be required to provide proof of citizenship. 7. Brief answers to the following questions: a.In a work delay due to inclement weather or ceremonies, how would you respond with additional labor and equipment to ensure an assigned task such as mowing, pesticide application, or turf renovation is still completed on time? b.Can you provide state-certified or Department of Defense-certified pesticide applicators (not technicians) to apply all pesticides? c.What is your capability to provide adequate equipment and labor to simultaneously perform tasks such as mowing, sodding, hydro-seeding, leaf removal, grave repair, fertilization and pesticide application to a large-acreage public site 200 to 600 acres in size? Submittals are due no later than 14 October 2010 at 12:00pm EST. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
