- VA-263-10-RP-0508 Q - Anesthesiology Chief Under Statutory Authority 38 U.S.C. 8153 Enhanced Health Care Resources with a Commercial Items format of terms, conditions, and provisions/clauses, Minneapolis VA Medical Center, MN requires a 1.0 FTEE Board Certified/Eligible Anesthesiologist (BLS/ACLS certified) to head the Anesthesia Section and to provide academic, administrative, and clinical anesthesiology services at the Minneapolis VA Medical Center. NAICS Code 621111 applies for this procurement with small business size standard of $10.0 million dollars. The proposed contract will be a firm fixed-price contract, and is a Total Small Business Set-Aside. Contractor shall be required to perform all types of complex surgery (except transplants) including cardiopulmonary bypass procedures, surgical subspecialties for ENT, Eye, Gynecology, Colo-rectal, Neurosurgery, Orthopedics, Plastics, Podiatry, Urology and Vascular. Contractor will undertake post-operative care referable to anesthesiology; perform acute pain control procedures; furnish technical and professional direction to nurse anesthetics (CRNA), nurse students, and anesthesiology residents; furnish consultation referable to anesthesiology; furnish emergency call service 24/7 in conjunction and rotation of call-duty; assist in establishing and maintaining accreditation on education programs for training staff and allied health personnel; and participate in VAMC "code team" with responsibility for managing airways and respiratory resuscitation issues in collaboration with CRNAs. Submitted proposals will be evaluated on (a) technical capabilities which include certifications; recent related experience; clinical skills; collaborative skills; training experience; and proof of insurance. (b) past performance, (c) Small-Disadvantage, Veteran-Owned, Small-Business (SDVOSB) participation, and (d) cost/price. Technical capabilities, past performance, and SDVOSB participation when combined, are significantly more important than price. Pricing must include all costs for base salary, fringe benefits, retirement, life and disability, unemployment, social security, Medicare, health insurance and medical liability insurance. Contractor must have own travel and housing. Pricing factors will include best value and delivery period. Solicitation documents are available in electronic and hard copy formats.
